+          Attended Don Bacon’s memorial. Tim Josi, Betty Thomas, Sherry Newman and Carol Brown did a great job remembering my predecessor.
+          Veteran’s Day (office was closed but came in to get caught up on a few things)
+          Staff met with SDAO risk management representative. We’ll be working on getting our safety manuals and training updated to reflect new standards from our insurance carrier.
+          Attended Bay City City Council meeting to give an update to the city on the wharf/grant projects. They unanimously agreed to sign a letter of support for the continued lobbying effort of the south jetty repair as well.
+          Attended and helped the commission through their monthly meeting. This month included a hearing on the commission’s vision plan (update of their Strategic Business Plan), approval of a new Classification Plan (job descriptions), and award of the final three wharf contracts (general construction, construction management and grant administration).
+          Meeting with Delton Moore and Jeff Stoddard, NW Hardwoods, regarding renewal of their lease. We had an interesting discussion of the port’s vision planning process and both were very interested in looking at ways to provide interpretative opportunities for tourists while also increasing safety around the access points into the mill. I invited both of them to attend the Port’s workshop on December 10th and they indicated that they will attend.
+          Phone conference with Scott Keillor and Dave Sacamano about the Town Hall meeting on December 10th. They’re going to prepare an agenda and process for the public to engage the architects. This will be distributed to the media next week to encourage the public to attend.
+          Tuesday morning I arrived to my computer with a frozen hard drive. Luckily 85% of my stuff is backed up on our file server, but I did lose archived email. I was told that I would have to send the computer to be repaired and would most likely be without it for ten days. Unacceptable! I ended up having to drive in to Washington Square and ended up receiving an entirely new computer. It blew an entire day and it took a good chunk of the rest of the week re-installing software and getting things back on track. Clyde Wagner was a big help getting things set up.
+          Spent time coordinating three sets of attorneys (Port, EDA and HatchMott) to get the contract finalized in time for the commission meeting.
+          Completed reimbursement request reports and submitted to ConnectOregon and EDA. Includes original approved invoices, signed checks, report totaling invoices and percentage paid by each funder. Once approved the grant funds are deposited directly into our bank accounts in about two weeks.
+          Office staff completed the SDAO Best Management surveys for the office, manager and board. This is an annual review that provides a reduction in the port’s insurance premiums.
+          Received Notices to Proceed from EDA and forwarded to Bergerson, NOEA and HatchMottMacDonald. Our wharf project team is in place!
+          Wharf building permit review has been completed by the County and is ready for Bergerson to pick up.
+          Designing carbonless weekly time slips to be printed by Coast Printing. Trying to make the weekly time accounting as easy as possible.
+          Scheduled quarterly county managers get together for early December. This is an opportunity for public administrators here in Tillamook County to socialize and exchange best practices and solutions for various things that come up.

+          After last week’s water leak in the RV park, the crew did a water leak test. Good news is that the water loss was halved, but we’re still a far cry from getting everything sealed up. We’ll be continuing to monitor the RV park.
+         Attended NOHA meeting in Tillamook.
+         Meeting with Dave Olson, John O’Leary and Blake Lettenmaier about TIGER project on Commercial Ave. There was agreement to pursue a more traditional Design/Bid/Build contract due to the relative simplicity of the project. The Port will have to develop a QBS selection process to hire an engineer. (We can’t just use HHPR.) The engineer of record will get the design to 100%, develop the bid process and help with the selection process. The City is willing to provide Construction Management services as Blake is a licensed engineer and will be regularly on site. I’ll be calling TIGER folks and see if they have a problem with this approach next week.
+         Did get word from TIGER that the Port will need to finalize its scope but that it appears to be categorically excluded under NEPA which is a good thing!
+         Asked to serve on an Oregon’s Planning Conference panel for next spring in Portland with Scott Keillor and Todd Chase. Should be good visibility for the Port of Garibaldi’s planning efforts.
+         Scheduled a Pre Construction meeting with Port’s wharf team here on November 19th. Talked to Greg about how much space he needs to mobilize. Port will be clearing out the port’s yard, Tim Thomas’ yard and the Pac Oyster yard. The Swellrider yard will not be needed.
+         Pulled together several submitted items for the Commission’s vision plan. It’s great to see people are willing to share their ideas with the Port.
+         Received approval from EDA on the Port’s selection for the General Contractor. They OK’d the Commission signing the contract with Bergerson, which will be done at the meeting next week. Issued Notice of Intent to award to Bergerson.
+         Continuing to make progress on updating time sheets and re-entering hours.
+         Reviewed staff comments on Classification Plan with Lonnie Hayhurst, the Port’s HR consultant. He’ll attend meeting to further discuss. Drafted two resolutions as well: (1) a resolution adopting the Classification Plan (job descriptions); and (2) a resolution amending the personnel rules to reflect classification changes. The Maintenance Manager had been an exempt position, but the consultant’s evaluation has determined that the position should be considered “non-exempt” and eligible for overtime. Based upon this evaluation, the personnel manual will need to reflect this change. I appreciate staff’s willingness to work through this issue and I think once the policies are adopted and the OT settled, we should be able to focus on the day-to-day activity. Resolutions have been sent to Bill Sargent for his review.
+         Received final signatures for the transfer of the Tillamook Bay Boathouse Lease to the Tillamook Bay Tuna Club. Lease takes affect on Nov. 15th.
+         Meeting with Diana Walker/Matthew Jackson, HMM, about agenda for Pre-Con meeting including issues related to public interaction of the site, promoting the project and engaging the port board. Also discussed Traffic Plans and permitting issues. Matt Jackson will be the public/commission contact for the project.
+         Continuing to respond to questions regarding General Construction bid results. Now on website.
+         Met with Delton Moore/Roby Lane, NW Hardwood Mills to discuss issues related to the electric transmission line. Will need to update their lease to reflect location of joint transformer.
+         Check in with Mike Carlson, who is the guy who was trying to preserve the old life station in barview a couple of years ago. He was interested in the Pier’s End and the 101 station in Garibaldi. He has quite an interest in these older structures.
+         Conversation with Paul Daniels, Port Commissioner, about changing specs for the 5-ton knuckle crane. Forwarded concept to Bergerson for further details. I’m reluctant to begin with change orders before anything has been mobilized but the more information the better. (We have over $200k in contingencies, but the length of piling is a concern to the engineers and we simply don’t know about issues that are unknown to us at this point.) The Commission may want to discuss how it wants to approach initiating change orders and changing the design originally scoped by the adhoc committee.
+         Began receiving bond and insurance paperwork from Bergerson and subs for the general construction contract.
+         The Port was the first room tax collector (public or private) in the county to sign up for the County’s online disbursement. The County did a good job of testing their website before making it live.
+         Received and reviewed NWACT/ColPac/NOEA packet. Meeting scheduled for Nov. 14th at POTB. NOEA will be providing the grant administration for the wharf project and the IGA/contract will be on their agenda for approval.
+         Reviewed state-wide election results from League of Oregon Cities website.
+         Completed review of financial report and wrote monthly financial analysis for board packet.
+         Discussion with Commission Chair about Port’s annual lobbying trip to Washington DC. We’ve been cautioned that there could be another federal shut down early in the new year when the Port normally goes. It’s been a great civics lesson for our commissioners, but we also have very good local reps here on the north coast (Katie Gauthier for Merkley, Fritz Graham for Wyden and Megan McKibben for Shrader.) In the past these trips have been helpful during eras of ear marks but those have been banned for the last few years. The Port has been awfully successful, however, on federal grant awards (US Commerce and TIGER) and that might be enough to schedule a trip. Let’s hope the Hill is open for business after we make our plans!

+          Attended OPPA business meeting in Salem by conference call.
+          Conducted site visit with Port’s Construction Management team of wharf project site. We’ve also been negotiating fine points of the CM contract with the Port’s and EDA’s attorney. I hope to have this finished by next week. Matthew Jackson, whose resume impressed the port commission during interviews, is having visa issues as he is currently working in Canada. I did receive a backup resume to share with the Port Commission in the case Matthew (who is Australian) can’t work in the States. The CM team should be at the Commission’s November meeting.
+         Received go ahead from EDA for Port to sign contract with NOEA for grant administration.
+         Phone conference with TIGER team about project scoping for the Commercial Ave. ROW improvements. First thing the Port will need TIGER to affirm is that all of the NEPA compliance issues have been met. The Port will also need to go through public contracting measures to get that work done separate from the wharf work. Will also need to confirm the level of engineering, CM and grant administration work that they’ll allow.
+         Completed and submitted ConnectOregon monthly report.
+         Pulled together various elements to meet EDA’s checklist for the Construction Management contract. It appears that everything else submitted (other than the contract) is in line.
+         Received draft Classification Report from Lonnie Hayhurst. Read the report and job descriptions. Made sure employees had copies of the report and the appropriate job descriptions. (Maintenance Mgr. is on vacation so he’ll need to look at stuff on Monday when he’s back.) Forwarded all staff comments to Hayhurst for his comment.
+         Also received a proposal from Hayhurst to review and rewrite our personnel rules, but the bid, which the commission will review, is pretty high ($15k). I went ahead and took a whack at the biggest issues dealing with exempt status (which the classification plan answered) and use of overtime and sent those to him for this review. He will be attending the commission meeting on the 13th to discuss with you. I do feel that this process, albeit long and painful, will provide some short-term solutions and answers. Long-term, however, the commission may want to budget funds for a more comprehensive review, but it’s certainly not in our budget this year.
+         Obtained three informal quotes for renting fencing on the maintenance yard. Talked to our insurance company about adding the fencing on our policy since EDA won’t fund any damage to the equipment and all of the renters require the port to pay for damage to the rented equipment. I did look into simply buying the fencing and then ripping it out when the project is done. If we were going to keep the fencing around for more than 3.5 years then it would have made sense to buy. Since we’ll have it for maybe 2, it makes sense to rent. EDA approved the quotes, received an insurance certificate and the fencing was installed today (Friday). Port staff will start moving stuff from Commercial Ave. into the yard.
+         Obtained updated information from Bud Hosner on Boathouse deal. Confirmed guarantors on the new leasehold and updated lease. Commission has already approved Val’s signature, so as soon as Bud’s group signs, I’ll get it to Val. Closing date is for the 15th.
+         Received final fill report from Onion Peak Design and extra excavation work and fill completed by Longfellow construction. (Change order is under management authority, but will look to ratify decision at Commission meeting.) Contractor did a great job putting the maintenance yard in and adding a finishing layer of gravel on the overflow trailer parking. This should be of some benefit to the Oregon Tuna Classic as that lot has been pretty rough on the feet the last two years.
+         Conducted bid opening for the general construction contract. Had six bidders. Bergerson Construction was low bidder ($3.7MM) and will also be installing a 5-ton knuckle crane as well. Paul Daniels attended representing the Port Commission. I pulled together all of the stuff for EDA’s review including the advertising affadavits, bid tabulation (on port’s website), bond information and proposal. Ken Valentine, who attended by phone, submitted his recommendation letter to EDA on Thursday. Today we received the go ahead from EDA to sign a contract with Bergerson, so we’ll get that together for the commission to sign next week.
+         Received copy of city’s police log and shared with Office Manager. She may be able to pare it down as part of her monthly commission report to give the board a sense of formal law enforcement contacts. City indicated that they can share this with Port on monthly basis. We’ve had a rash of complaints this last month with all the activity in the boat basin.
+         Put together a Survey Monkey survey for the Commission’s visioning plan. (I have received additional comment this week from the Oregon Coast Scenic Railroad and for a American Ave. straightening suggestion.) Had a little difficulty adding the link to our website and will follow up next week on that.
+         Century Link finally removed this line off that last pole on Commercial.
+         Received go ahead from EDA that are second reimbursement request is being processed.
+         Conversation with OBDD Ports Divison that there are NO state programs to fund local maintenance dredging projects. The most recent program (MINIF) funded NEW dredging, not maintenance dredging. For example, if the Port wanted to dredge for a new marina on the Jerry Creasy Way side, MINIF would fund that new dredging (assuming all approvals were in hand), but it would not fund subsequent maintenance dredging. This could be a difficult situation for Garibaldi in the years to come.
+         Fielded lots of follow up calls from vendors on the results from the bid opening. (One reason we posted the bid tabulation on the website.)
+         Worked with Tabitha on weekly time sheet spreadsheet. Lots of bugs to work through and appreciate her help.
+         Received and began processing Bergerson’s demolition invoice.
+         Facilitated scheduling of PreConstruction Meeting for Monday, November 18th at 1:00pm.
+         Wrote letter of recommendation for HHPR.
+         Fielded several calls and participated in discussions surrounding the passing of my predecessor, Don Bacon, who will be having a service on November 9th at Wauds. He was a great man, friend and public servant.

+          Conference call with Mary McArthur and Paul H. (HMM) to discuss scoping issues for the Construction Management and Grant Administration contracts. Received updated scope and contract from Mary, representing NOEA, for conducting Grant Administration work and forwarded to EDA. Had subsequent conversations with Paul and Ron Waggoner about scope and insurance requirements. Hope to have insurance and contract reviewed on Monday for port and EDA review. CM contract having quite a bit more reviews than initially planned. Will share with Bill Sargent.
+          Phone conference with OPPA executive committee to discuss agenda items for meeting on the 29th.
+          Met with Scott Keillor and Dave Sacomano, vision consultants, who did a site visit, reviewed parking inventory and then conducted interviews with a wide range of community stake holders. Thank you to all the folks that agreed to be volunteered. A summary of the report will be presented. Had a debrief on next steps. The Port will have hearings before the next regular meetings to obtain additional public comment on the Vision Plan. (Nov. 13th) and the Vision Town Hall Workshop is Dec. 10th.
+          We lost our past Port Manager Don Bacon last week. His funeral will be Nov. 9th at Waud's funeral home from 1-2PM followed by a gathering at 2:30PM at the Garibaldi Museum. Thanks to Commissioner Luquette for passing the word along.
+         TPUD removed their 3-phase transformer and Charter removed their lines from the last pole on Commercial. Still waiting for CenturyLink to get their line down. The effort caused the Garibaldi Cannery to lose power for basically a day, but the city was nice enough to loan us their generator to hook the cannery back up so that Dave Smith could still be open.
+         Finalized TPUD easement work for the electric line to service RVpark/boatwash. Had some issues related to property line issues between mill and boatwash, but city engineer Blake Lettenmaier was nice enough to rewrite the legals for us to submit to TPUD. Notarized all signatures today and Jessi sent to TPUD. Called Ryan Vandecoevering and issued NTP so he can start boring and trenching at the back of the RV park on Monday.
+         Beginning to prepare for the solicitation of letters from our local government friends supporting the port’s efforts to secure funding for the south jetty. Will be attending the Bay City Council Meeting on November 12th and the Port Commission is planning to hold their February regular meeting in Bay City.
+         Obtained materials and submitted reimbursement request #2 to both EDA (now that they’re back open) and ConnectOregon. Still working through the federal forms. Hopefully #3 will go smoother. L
+         Coordinated two general construction addendi with port’s engineer Ken Valentine. Bid Opening is next Tuesday and over 70 folks have downloaded specs and plans.
+         Received thumbs up from USACE/NMFS on the amended in-water work permit. We paid for the DSL renewal for this October, but hadn’t received anything yet so left a message. Will send building permit package and check to county next week.
+         We currently have three vessels that are going through the eviction process; it’s questionable whether any of them can pull away from the dock. Talked to the dry dock about getting a disposal quote if things aren’t settled within the next two months.
+         Coordinating meetings with TIGER in November.
+         Maintenance Yard installation (by Lumberman’s Park on Jerry Creasy Way) contract started this week and after two days of digging the contractor hit silty clay. Clearly not part of the original contract. Had to get an EDA approved engineer out to review the site and between the contractor and engineer a solution was made. EDA quickly approved the change order and the job got back on track. Yard should be finished by early next week and I can order the temporary fencing. The lot will store any materials needed by displaced tenants on Commercial Ave.
+         Received word from OSMB that the launch float replacement will not be completed this winter. It’s unfortunate, but maybe not such a bad outcome considering everything else that’s going on. The Port will still receive the funding but just not until next spring or summer.
+         City approved the SDC change and Blair Smith settled the balance which completes the extension of the port’s full faith and credit to cover the policy change. A big thank you to the city for moving so quickly on that!
+         Received Lonnie Hayhurst’s Classification Report DRAFT. Circulated to staff for their review. Comments will be collected and submitted for updates and presented at the November meeting for commission consideration.
+         Quite a bit of excitement regarding the Water Resources Bill in the House. Passed with all but 3 votes (bipartisam) and includes a set aside for small ports. I posted more details on this on the Port’s Facebook page, including a tube of Rep. DeFazio advocating on behalf of Oregon ports on the House floor.
+         Completed minutes from last week’s special meeting.
+         Nice write up in BergerABAM professional journal on effectiveness of strategic planning; lots of good Garibaldi references.
+         Continuing to work on excel spreadsheets to accurately track OT/Comp Time.
+         Began preparing for general bid opening on Tuesday. Working on bid tabulation spreadsheet with Ken.
+         Took photos of finished deck demolition and posted to our facebook site.
