+          Attended and spoke at Blessing of the Fleet.
+          NOHA meetings in Warreton.
+          Appt. with Clyde Wagner to discuss surveillance equipment proposals.
+          Appt. with Todd Chase to work through TIGER grant application Benefit-Cost Analysis. A number of edits, rechecks before sending to grants.gov on May 30.
+          Attended Personnel Manual development course at TBCC.
+          Filled out and submitted ConnectOregon monthly update form.
+          Auditor’s were in all day on Friday working in the conference room.
+          Answered questions from Tamara Mautner regarding commission’s ordinance/lease discussion. I also sent her the draft resolution for her attorney’s review.
+          Received notice from Dave about weekend call outs.
+          Received and reviewed COIV reimbursement forms.
+          Discussion with TEP about their local grant program. Looking into possibly funding a water quality data collection meter through their program. This data would be helpful in quantifying water quality issues in the marina and surrounding area for potential aquaculture opportunities.
+          Wrote, designed and edited annual moorage renewal newsletter. Should be coming up out in June.
+          Continued correspondence with SDAO regarding insurance claim from last November’s storm event.
+          Received letters of support for our TIGERV grant application from Pat Egan (Oregon Transportation Commission), Gov. Kitzhaber, Rep. Shrader and Sen. Merkley.
+          Rezone application (with support documents) has been finalized. Public Hearing is set for Monday, June 24th at 6:30pm.
+          Helped with GTC agenda for next Monday.
+          Received an update on the Port’s failing marina software. Commissioner Luquette has been extremely helpful getting the technical kinks worked out as we come upon our annual billing process. Will probably need to get new software ordered shortly.
+          Reviewed new flower box signs with staff. Suggested updating the dimensions to more closely match the box size, but they will be a nice income addition to the port.
+          Following issues related to HB2345 dredging related to low use harbors on the Oregon coast. Currently the bill is focused on south coast harbors.
+          Solicited port managers to serve on OPPA nominating committee. Bud Shoemake from Toledo offered to serve.
+          Looking to place a small ad in the Garibaldi Days program promoting the RV park. Working with John Ramer to design.
+          Ordered crew clothing for staff. Everybody seems to like it.
+          Received and read GTC packets for next Monday’s meeting.
+          Had coffee at Irish’s Mooring and followed up on issues related to the RV park.
+          Brian Trusty will be launching his upweller next week and mooring it on G dock. He’ll also be paying to hardwire electricity to the upweller.

+          Served on presentation panel at Bay City regarding what it takes to start an urban renewal district. Joined Paul Wyntergreen and John O’Leary.
+          Attended Garibaldi Days and Tourism Committee Meeting. Pulling together details for family fishing tank. Will be using GVFD backup tank and ODFW will loan their aerating equipment.
+          Spent first part of week finalizing packet for special meeting including several conversations with our insurance company and attorney. Also discussed Replacement Costs with County Assessor and how those factor into Real Market Value. Tillamook County has an awesome Assessor’s office!
+          Attended Special Meeting and worked with Commission on a policy for the management of port property. Afterward drafted minutes, made changes to draft resolution and added provisions from insurance company and port’s attorney. Uploaded material to port’s website and distributed to affected parties.
+          Attended meeting at POTB with Dennie Houle, Dan Biggs, Michele Bradley and Colin Sears, from Business Oregon. Discussed business recruitment strategies. The biggest take away was obtaining contact info for a commercial property attorney to review the port’s model lease. Thought all property at the port is currently leased, we could have as much as 30,000 sf of subdividable flex building space to lease after the wharf is built. This space will clearly not fit the port’s “model” lease. In addition, the port could be looking at additional opportunity to lease our in-water space. Will be meeting with an attorney in June to review our model lease and view our property. I believe his assessment will prove valuable as the port proceeds with the reconstruction of Commercial Ave. Also forwarded contact info to OPPA for possible training session at our annual meeting.
+          Attended Port of Nehalem budget committee meeting (as private individual).
+          Took a course at TBCC on workplace harassment issues.
+          Visited Jacobsen Salt production facility on Netarts Bay. This is an excellent growth opportunity for the county and I think Garibaldi still has some potential for future expansion for their company.
+          Meeting with Michael Schroeder, ODOT, to receive funding sign to place on Commercial Ave. Also gave tour of project site and he walked me through the funding paperwork. Still need to get final legal descriptions finalized for two of the lots. HHPR is finishing that work next week.
+          Only guy in the office Friday afternoon and helped a number of folks get settled in for the three day weekend. When Tabitha and Jessi are gone and I get the opportunity to work the front desk, it makes me appreciate everything they do for the port that much more!
+          Followed up with JLT about getting a quote to install pavers between Charter building and Doug Creasy’s building. Doug is willing to chip in to upgrade the spot on US101 below the port’s gateway sign.
+          Finalized rezone application to the City and Blair Smith paid the fee. Public notice will appear in next Wednesday’s paper.
+          Received updated cost benefit analysis for our TIGER grant application. Reviewed materials with Todd Chase. Will finalize next week and send off by June 3rd.
+          Port/city conducted water test at RV park. It appears that we’re losing 188 gallons/hour which when extended out could be costing the port $17k annually. Coincidentally, that more than the annual debt service on $150k which would fully upgrade the RV park and utility lines. I did receive a loan application from Col-Pac that will be on my to do list. Also will be following up with HLTB Otak to get bid documents finalized.
+          Conducted peer review of OBDD grant application from the Port of Toledo for their upcoming business plan update.
+          Conducted quick survey of west coast ports on whether they require a deposit and/or background checks on potential new tenants. About 80% do require deposits and lesser number also do checks.
+          Answered questions from Larry McKinley/Mark Ellsworth regarding City’s Enhance application for Commercial Ave.
+          Asked to speak at Blessing of the Fleet.
+          Sent economic impacts from wharf project to Martin Callery, Port of Coos Bay. He’s testifying before the Joint Ways & Means Committee to discuss benefits of the ConnectOregon program. They are looking for jobs created and output data. Our project will retain/create 285 jobs and retain/create $50MM a year annually to the Oregon economy.
+          Facilitated tenant property lines issues. Consulted with Assessor’s Office and will be bringing a surveyor out to mark lines.
+          Received OK for $2MM in line of credit interim financing related to the wharf project from TLC. After getting word that that the Port won’t have to “front” the money.
+          Completed Oregon Freight Survey from ODOT as a requirement of our Connect Oregon grant.
+          Worked with city to solicit comment on Port/The Spot request for loading zone along Mooring Basin Rd.
+          OPPA Executive Committee voted to offer up a cost sharing plan for the statewide economic impact study. Port’s will need to contribute $38k toward the plan. Garibaldi’s portion will be $1250 and will have a Garibaldi specific portion that we can use on separate grant applications. Luckily, Todd Chase is the state’s contractor for the project and he’s very familiar with all of our projects. Should be a great tie-in.

+          Wrote agenda for May 22nd meeting. Had guys post around town.
+          Read, edited and signed letter to Ryan Alm, letting him know that the Port will not be renewing his moorage at the end of this season.
+          Submitted application for Fidelity Bond regarding wharf project. Will cover me up to $500,000 per EDA grant reimbursement request. This is an EDA grant requirement.
+          On request of Commissioner Barnett, began surveying similarly sized organizations on their overtime policies.
+          Staff Meeting
+          Coffee with Commissioner Folkema
+          Attended Tillamook County Managers’ Meeting in Bay City
+          Pre-app Meeting with Blair Smith, Toby Taylor, John O’Leary, Jay Sennewald to discuss Port’s intention to apply for a zone change on the half acre parcel on the corner of American Ave. and S. Sixth St.
+          Completed application, found GIS satellite map and ID’d lot and obtained legal description and forwarded to city staff. Port Commission gave approval for the action in February.
+          Meeting with Todd Chase to develop new cost benefit data for TIGER grant application analysis. Followed up with Darus Peake to develop assumptions for the Port’s fishing fleet that will be used to craft a financial benefit analysis for the wharf project.
+          Began re-writing TIGER V application after receiving word that the state will be supporting the Port’s application. Also followed up with the Port’s federal delegation for letters of support to go with the stack of letters the project has already received.
+          Attended NOHA meeting in Warrenton.
+          Crafted draft resolution dealing with the management of port-owned property. Distributed to port commission and discussed individually to ensure all the bases were covered. Sent policy statement to port’s insurance carrier to advise on ramifications of such a policy. Will finish staff report early next week before the Special Meeting on Wednesday.
+          Met with Toby Taylor to review area between Garibaldi Charters and Doug Creasy’s building (basically under the Port’s highway sign) to scope out installing brick pavers to create a “pocket” park. Would like to apply for GURA grant to help with the project.
+          Signed up for the HR development sessions through BOLI and TBCC. 4 sessions include: avoiding workplace harassment, developing employee handbook (personnel policies), documentation/discipline/discharge, unemployment insurance. Office Manager Jessi Coon has taken two of the courses and will be joining me on the other two.
+          Reviewed Maintenance Manager proposal to sell flower box signage to businesses at the Port. Received sample design and cost estimate from state prison in Ontario. Using high quality aluminum signage should ensure that the signs will last and look good. It was a great idea from Dave and a way to fund the landscaping in the summer.
+          Staff was called out on the weekend to help USCG with a distress call and to seal a leak in the RV park.
+          Received and answered additional questions from TLC regarding possible interim financing on wharf project. The port may not need interim financing as both EDA and CO will remit grant requests quickly, but it might be wise to have some wiggle room. Continue to research opportunities. Also looking at an opportunity for interim/RV park loan with Columbia Bank.
+          Conversation with Mary McArthur, Col Pac, on possible loan for RV park upgrades
+          Finalized edits with Kathleen Newton on Tourism Commission site brochure. Forwarded to City Hall for next GTC meeting for approval. Brochure should be out in time for summer.
+          Reviewed OBDD grant application for Port of St. Helens as part of the agency’s peer review committee. Project (feasibility study) looks like an excellent opportunity for use of port planning and marketing funds.
+          Port will begin ordering background checks on RV park guests that will be staying through the summer. Have had to follow through on eviction process for several RVs in an effort to clean up the park.
+          Reviewed order for new crew clothing.
+          Read several updates from Ray Buchegar regarding WRDA bill, albacore treaty and other issues affecting ports back in DC. WRDA bill appears to have passed the senate which gives some hope to low use ports.
+          Discussion with Ken Valentine on incorporating “alternate deductibles” to the DB contract. Project components that could be pulled out would be (1) additional 5k in sf of wharf decking, (2) additional pile for buildings on south side of Commercial Ave., (3) installation of piling for viewing tower, (4) Commercial Ave. road/utility improvements, and (5) installation of 5-ton crane.
+          Invited Ken to Commission’s June regular meeting.
+          Reviewed Ken’s request to EDA to consider DB contract vs. Design Bid Build. EDA Seattle District has not authorized a Design Build contract (engineer and contractor team together under a single contract). Ken’s proposal was excellent and makes the case for significant cost savings.
+          Provided follow up information to Port of Newport Commissioner regarding Garibaldi’s process for hiring Exec. Director.
+          Tracking HB2656, transient room tax bill, with help of Mark Landauer.
+          Created a GTC Capital Improvement List for use in planning for eligible capital projects that can be built with room tax proceeds. Pulled projects from the city and port parks plans, a previous community hall re-design and a barview rails and trails connector. The GTC will add, subtract and prioritize the projects that will best serve tourists that could then be eligible for funding. Excellent planning tool.
+          Received GTC packet for next Monday.
+          Received positive word from Ken Valentine after a conversation he had with ODOT project engineer regarding the City’s $300k STIP application for Commercial Ave. ODOT may recommend bumping the grant amount up to incorporate water quality issues. An example would be converting the planting strip with the cherry trees into a “bioswale” feature that could serve to filter storm water from Commercial Ave.
+          Received a Lot Book report for one of the three tax lots on the wharf project. Will need to follow up on the other two TLs; perhaps have to get legal descriptions re-written.
+          Received updated County employment data to be used in our grant applications from Shawna Sykes, Workforce Analyst. Excellent resource for employment data in our county/region. Information forwarded to Todd Chase as well.
+          Coffee at Irish’s Mooring. Jim and Maighread signed lease addendum and is now ready for Commission approval.
+          Inquired in TEP grant opportunity that might allow the Port to more fully track water quality data that could be beneficial for aquaculture opportunities at the port.

POG Manager Report 5/4-10


+          Took Thursday and Friday off.
+          Read, reviewed and supported OPPA letter of support for Ray and Peter (state business dept. lobbyists) to advocate for the new WRDA bill that would open up the full harbor maintenance trust fund. There’s still some question about to what degree those additional funds would actually go to “low use” ports.
+          Received from ODOT that they have received our request to co-sponsor our Commercial Ave. road application. There’s only 15 applications state-wide. Tillamook County also has a project (Three Capes Loop).
+          Received word from Ken Valentine that they are coordinating with First American Title with the updated legal descriptions and will be sending the request for alternate contracting to EDA along with the Design/Build RFP.
+          Reserved Community Hall for 8am meeting on May 22nd.
+          Conversation with Comm. Barnett regarding Comp Time tracking and means testing.
+          Continued making edits on tourism brochure with Kathleen Newton. Also met with GTC which resulted in some other changes.
+          Conversation with Kent Snyder, Sr. Scientist, about review of permitting related to federal road grants.
+          Guys finished up sidewalk work on US101. Took pictures for files for proof to SDAO of work completion.
+          Request by Maintenance Manager to review enforceability of RV Park rules. Will discuss at next week’s staff meeting.
+          Conversation with Tom Kent regarding boat issues in the harbor. Suzy Q was removed from the harbor which will open up a spot after upgrades.
+          Assisted Maintenance Manager on Windows 8 patch which makes it act like Windows 7.
+          Read and reviewed OBDD state-wide economic impact study. I’m supportive of this effort as it will help OBDD Port Division make the case about what ports provide the state as far as impact. It will also produce a smaller, pull-out section on POG’s economic impacts which will make a nice companion piece to our visioning effort. The state is looking for some local financial contribution, probably in the $1500 range, which I think is a fair value.
+          Received information back from Collin Stelzig on a cost for going out to bid on the RV park project, but need to follow up on details.
+          Talked to DSL about when we need to renew our wharf project permit. We’ll get a renewal letter (with invoice) around July 1st. Permit expires October 17th.
+          Began researching possible loans for the RV park remodel.
+          Attended Port Commission meeting.
