POG Manager Report 2/16-22
+          Staff meeting. Discussed customer service training and changes to annual performance review. Commissioner Daniels sat in during part of meeting.

+          Coffee with Gunnar Monson, owner of the Garibaldi Foodbasket, at Irish’s Mooring.

+          OPPA Legislative Committee meeting to discuss pending legislation in Salem.

+          Received letter from Ken Valentine, that HHPR has gone over budget on their contract and they’re looking at a $40k contract amendment for work not contracted and completed and final bid development. Will be on March agenda.

+          Correspondence with PNWA on Port’s willingness to donate Tillamook Smoker, Cheese and canned fished product to Mission. We’ll be shipping directly to their address in DC.

+          Discussions with Bill Sargent on enforcing live-aboards. Also talked to maintenance crew about marking presumed live-aboards during daily dock checks.

+          Pulled together jetty support letters from various jurisdictions and forwarded to Ray Buchegar. Also sent the one page white paper on the south jetty repair.

+          Wrote port description summary for PNWA materials.

+          Several discussions with city and Blair Smith. Amazingly a boat wash is not considered a water dependent use, but even if it was the threat of a single car using the facility could jeopardize the legal use provisions. Called Matt Spangler, DLCD rep., and he suggested the cleanest route would be to apply for a zone change from Water Dependent to Commercial. I have a further inquiry to the city on the process for applying for a zone change. Blair has also hired Toby Taylor as his builder. Taylor has extensive knowledge of city land use code/processes in addition to being an experience builder.

+          Joe Happ sent me the article for the city newsletter to edit and review. Looks good.

+          Jim Young, POTB member, will be replacing Bill Baertlein, representing county ports, on the NWACT. I will serve as Jim’s alternate.

+          Reviewed report forwarded from Mark Landauer on financed funds to the Governor’s Regional Solutions Teams (RST). Followed up with an email to Mark Ellsworth, local governor’s rep., on how our final push on wharf funding (road improvements) should be presented.

+          Review Capital Improvement List with Comm. Luquette. We discovered some math issues on the report which have been updated. Also discussed inclusion of Old Mill acquisition as a project. Would make a good Commission discussion as to whether that should continue to be on the list though it is currently a Long-term project.

+          Fielded comments from public regarding SB303. Explained that this is an effort by Nehalem fisherman to limit access to guide boats. Though there is a definite issue with guide boats (especially those from out of state), this legislation is more of a bazooka when the issue needs a scalpel. An alternative approach would be to limit guide boats as opposed to further restricting fishing opportunities. (…that are already being managed.)

+          Finished packet for budget committee workshop. E-mailed to committee members. March 6, 6:00 pm.

+          Coordinated DLCD TSP response with Comm. Barnett. He’ll be keeping track of comparable responses in the next week and then we’ll put our heads together when we get back from DC.

+          Conversation with Nancy Fitzpatrick and Tim Thomas regarding albacore treaty with Canada (see below).

+          Meeting with Comms. Folkema and Browning and MC Saindon to review action plans/talking points for our DC lobbying trip…

I.               SUPPORT RAMP LEGISLATION. The Port of Garibaldi is supportive of legislation initiated in part by NW legislators to release the full amount of collected Harbor Maintenance Trust Funds (HMTF) to USACE for the intended purpose of dredging and jetty maintenance. Currently, only HALF of the collected tax is released for it’s legally intended purpose.

II.              DREDGING TILLAMOOK BAY BAR. Similar to the dredging effort at Morro Bay in 2009. ERDC has been monitoring our entry and a solution that would allow the dredge Yaquina to dig a hole that would absorb the wave height could be a short-term solution. Could be a fraction of the cost and buy valuable time. Has Morro solution worked?

III.            SUPPORT U.S. COAST GUARD MISSION. What is the best approach for getting a Water Analysis and Management System funded? Aids to navigation into Tillamook Bay.

IV.            WAVE ENERGY BREAKWATER DESIGN. Jetty systems that can have multiple uses, such as wave energy conductors, are positives.

V.             SITE CERTIFIED SEAFOOD INSPECTIONS. U.S. Commerce needs to certify seafood productions sites in order to speed up and increase distribution opportunities.

VI.            SUPPORTIVE OF THE US/CANADA ALBACORE TREATY, BUT AGAINST THE FISHING REGIME PROVISIONS.            “Fishing Regime” is the portion of the Treaty that defines specifics such as number of boats, quotas, etc. The Regime expired in 2011 and there has been no treaty in place. More study needs to be conducted to see the economic impacts to the US economy. It would be a different story if those fish were landed in the US, but Canada has not be forthcoming with landing data. VII.          MARINE INFRASTRUCTURE. The Port has a $3.0MM pending grant application from EDA to rebuild our WWII era wharf. Along with a $1.7MM State of Oregon grant, we are now only $1.3MM away from finishing the road and utility improvements needed to finish the project.

+          Continued discussion with OBDD about obtaining interim financing for wharf project.

+          Upon request by OBDD, The Port of Garibaldi has received approximately $100,000 from the federal government since 2007. (This does not include the work on the north jetty as that money does not come to the port.) The $100,000 includes mainly FEMA reimbursements from the 2007 storm, and a $15k grant from USDA-RD for planning efforts.

+          We’ve been a little short-handed this week with Jessi out on a brief medical leave, so I’ve fielded more moorage inquiries than normal. Tabitha has been a big help and I’m impressed with how much she has learned during her short time here.

+          Completed Tourism Oregon Quality Care customer service training program and received my certificate. Goal is to have all six port employees certified through the Travel Oregon program. Both Chris and Virgil earned their certificates after completing the program this week (poor weather allowed them to make time!) So we’re half way through our goal! +          EDA needed more signatures on additional documents. Comm. Folkema made time to come in and update forms. Continuing to get stuff back to EDA as needed.

+          Interview with Van Moe and Jane Scott released on their website. http://janescottvideoproductions.pegcentral.com/player.php?video=03cd69dc914a6ec069938eb7f470a48c. I think it was a good opportunity to let people know about the port and its activities but st’s always kind of odd to see yourself broadcast like this.

+          I was sick for the first couple days of the week but kept in touch via email from home. I also took a personal day off on Friday to tend to some personal stuff, so it was a short work week for me.

+          Attended Port Commission meeting including individual preparation phone calls/ drop ins with commissioners, others. Meeting was in Bay City but no one from Bay City showed up.

+          Updated website to include updated moorage waiting list (http://www.portofgaribaldi.org/docs/WaitingList.pdf), minutes, bylaws and election information.

+          Continued clarifying the Washington DC trip agenda with Ray Buchegar. We now have the meeting firmed up with USACE HQ.

+          Article on Garibaldi economic development appeared on page 8 of the Tillamook Chamber newsletter (http://tinyurl.com/a9mv9jn)

+          Received draft OM&R guide for RV park from HLB. Sent edits/additions back and forwarded a copy to Melanie at IFA to make sure we’re in compliance with the terms of our loan.

+          Brief interview with Joe Happ who is working on the city’s next newsletter.

+          Maintenance has noted some issues with the Bay City boardwalk and costs are being estimated for a possible fix.

+          Touched base with Ken Valentine, HHPR/Wharf Project Manager, on status of funding.

+          Received letters of support from County and FACT for jetty trip.

+          Good discussion on OPPA list serve about new OSMB legislation that will make it easier to remove derelict vessels. Also learned about new grant program that will assist ports in removing derelicts.

+          Exchanged emails with a few folks regarding the Working Waterfronts Symposium in Tacoma on March 25-29. There will be a field trip to Astoria and to the Shelton area to visit oyster larvae (FLUPSY) production site. Might try to join the Astoria trip, but won’t be able to make the whole conference.

+          Working with Jessi and Tabitha to get Port District products (cheese, canned fish, smoked goods) sent to PNWA Mission to Washington. We won’t be attending, but will be sending some of our world class products!

+          Emailed status reports to Melanie on our SBP grant that is still open (we need to file the final report and get it closed), make sure OMR manual meets terms of RV park loan, new bylaws as set forth by our IGA with state, and having her review the HHPR invoices so we can get a hefty reimbursement back.

+          Reviewed final invoice for work done on Tillamook Bay Boathouse. Talked to SDAO about final reimbursement check (from storm damage) and they’ll be sending a corrected amount.

+          Shared Commission Bylaws with SDAO, OBDD, OPAA and OGEC. All were impressed with the Commission’s work! Dave Harlan, OBDD Ports Division Manager, noted that Garibaldi is leading the way again. Good job everybody!

+          Conversation with Terry Walhood, Rockaway, about letter of support for Tillamook PUD grant for restoring Seaview Park. Brought draft letter and commission signed it at their Wednesday meeting.

+          EDA and USACE are trying to get coordinated on who’s the lead agency in regards to the historic resource permitting on the wharf. Both agreed that the work has been done, but they’re still trying to figure out who’s going to right the concurrence from the federal side.

+          Several good coversations with Glen Dolphin, Chris Knutsen, Lisa Phipps and Blair Smith about getting a boat wash in place and figuring out a way to make it easy for boaters to use it.

+          Email request to OBDD about obtaining “bridge” financing if we get EDA funding. Since the EDA and Connect grants are reimbursement programs, the port will need to get interim financing so we can pay for the work as it happens. This would have budget implications as well.

+          Conversation with Kori Sarrett, port auditor, regarding budget/financing issues related to wharf project. The budget committee will need to create a new fund for the wharf work.

+          Sent request for crane spec for wharf project to Ken. He said it was called out to be a 5 ton knuckle.

+          Found out the state will be doing an “economic impacts analysis” for ports in the state of Oregon. This will be a statewide project but will have sections for the individual ports. It looks like the state will ask for some financial participation by the ports. Mark Landauer suggested that the Port budget $5000 for our portion. This is great as we always need to show the financial contributions that ports make to the state’s economy.

+          Responded to Portland District USACE survey.

+          Finalized materials requested by EDA for possible wharf funding. Conference call with Seattle Regional office to confirm historic resource analysis and to modify the engineering report to address the modified scope of work. Consulted with Ken Valentine’s (the Port’s wharf Project Manager), who made the edits that were resubmitted to Seattle.
+          Wrote press release for the special district election and sent to a number of media outlets. Also posted on Port’s facebook page and my POG Blog. Staff will be posting notices in the three towns as well.
+          Attended Garibaldi Tourism Commission Meeting.
+          Attended County Commissioner’s meeting to solicit letter of support for jetty repair.
+          Attended SDAO Conference: Thursday – Advanced Board Training; Friday – Employee Handbook Management, Ethics Laws, Legal Issues for Supervisors, Port Caucus; Saturday – Performance Evaluations, Insurance Claims Investigations, Communication Techniques.
+          Touched base with the Port’s lobbyist, Ray Buchegar, to work on our itinerary for later this month. Just to clarify, Ray is actually the state’s lobbyist who works on our behalf regarding economic development issues. Still trying to get the USACE pinned down.
+          Conversations with interested party in leasing the corner lot for a boat wash. Discussions with his consultants
+          Reviewed financial statements and prepared staff report for council packet.
+          Made final changes to by-laws and confirmed that notice did run in Wednesday’s paper so the commission is on track for February adoption of ordinance. Prepared staff report for council packet.
+          Collected commissioner evaluations for tabulations for my annual review; discussed issues scores and prepared summary for next week’s executive session.
+          Prepared brief staff report on status of boat/truck wash for packet.
+          Prepared staff report for lease updates two tenants.
+          Attended SDAO conference in spite of a serious diet of DayQuil! Attended advanced board member training with Commissioners Daniels, Luquette. Also attended sessions on legal issues for supervisors, port caucus meeting, Manager Performance Evaluation, employment law update, and using social meeting to market the port. Our office manager, Jessi Coon, also attended conference training as well.
+          Follow up with Mindy Williams, USACE HQ, to confirm meeting on the 26th in Washington.
+          Received invite from Fritz Graham that Sen. Wyden will be at the Tillamook Library on Sat. Feb. 16 at 2pm.
+          Finalized proof on port’s two page spread in coastal Mile x Mile guide.
+          Received a request for a quote from Port President Val Folkema from EDA about the impacts that the wharf project will have for the community. This is a great sign as they normally ask for this as part of a pending press release on an award!

SPECIAL DISTRICT ELECTION INFORMATION


PORT OF GARIBALDI BOARD OF COMMISSIONERS SPECIAL DISTRICT ELECTION INFORMATION
The Port of Garibaldi announces there will be four Port Commissioner positions on the ballot for the May 21, 2013 Special District Election. Three of the positions, #1, #2 and #4, are available for the usual four-year term. Those terms will begin serving July 1, 2013 and end June 30, 2017. Position #5 will be a two-year term to complete the unexpired term created with the resignation of Commissioner David May. This position will begin serving July 1, 2013 and end June 30, 2015.
The positions are currently being held by Robert L. Browning (#1), John R. Luquette (#2), Valerie S. Folkema (#4), and Paul Daniels (#5).
Port of Garibaldi Commissioners are required to be registered voters who are electors of the Port district. The district covers approximately 350 square miles beginning at the coast to the eastern border (Siskeyville) of Tillamook County and from the Wilson River north to Nedonna Beach and includes the cities of Bay City, Garibaldi and Rockaway Beach.
The Port of Garibaldi is a special district, authorized in 1910 under Oregon law, ORS Chapter 777. The Port is the sponsor of the federal maritime investment on Tillamook Bay for channel and jetty maintenance, manages thirty parcels for businesses dependent on maritime commerce, a 277-slip marina and a 60-space RV park. Regular meetings take place on the second Wednesday of each month starting at 7:00 p.m.
Persons interested in filing to be on the ballot for any of the open Commission seats need to file with Tillamook County Elections no earlier than February 9, 2013 and no later than March 21, 2013. The Candidate Manual and forms are available on the Oregon Secretary of State’s website athttp://www.oregonvotes.gov/pages/publications/manuals/candidate/index.html. Interested candidates file with Tillamook County Elections by either paying a $10 fee or by circulating a petition to collect signatures and submitting signatures to the County for verification. The Tillamook County Election office is open Monday-Friday from 8am-5pm.
