with Gunnar Monson, owner of the Garibaldi Foodbasket, at Irish’s Mooring.

Legislative Committee meeting to discuss pending legislation in Salem.
+ Received
letter from Ken Valentine, that HHPR has gone over budget on their contract and
they’re looking at a $40k contract amendment for work not contracted and
completed and final bid development. Will be on March agenda.
+ Correspondence
with PNWA on Port’s willingness to donate Tillamook Smoker, Cheese and canned
fished product to Mission. We’ll be shipping directly to their address in DC.
+ Discussions
with Bill Sargent on enforcing live-aboards. Also talked to maintenance crew
about marking presumed live-aboards during daily dock checks.
+ Pulled
together jetty support letters from various jurisdictions and forwarded to Ray
Buchegar. Also sent the one page white paper on the south jetty repair.
+ Wrote
port description summary for PNWA materials.
+ Several
discussions with city and Blair Smith. Amazingly a boat wash is not considered
a water dependent use, but even if it was the threat of a single car using the
facility could jeopardize the legal use provisions. Called Matt Spangler, DLCD
rep., and he suggested the cleanest route would be to apply for a zone change
from Water Dependent to Commercial. I have a further inquiry to the city on the
process for applying for a zone change. Blair has also hired Toby Taylor as his
builder. Taylor has extensive knowledge of city land use code/processes in
addition to being an experience builder.

Happ sent me the article for the city newsletter to edit and review. Looks
good.
+ Jim
Young, POTB member, will be replacing Bill Baertlein, representing county
ports, on the NWACT. I will serve as Jim’s alternate.
+ Reviewed
report forwarded from Mark Landauer on financed funds to the Governor’s
Regional Solutions Teams (RST). Followed up with an email to Mark Ellsworth,
local governor’s rep., on how our final push on wharf funding (road
improvements) should be presented.
+ Review
Capital Improvement List with Comm. Luquette. We discovered some math issues on
the report which have been updated. Also discussed inclusion of Old Mill
acquisition as a project. Would make a good Commission discussion as to whether
that should continue to be on the list though it is currently a Long-term
project.
+ Fielded
comments from public regarding SB303. Explained that this is an effort by
Nehalem fisherman to limit access to guide boats. Though there is a definite
issue with guide boats (especially those from out of state), this legislation
is more of a bazooka when the issue needs a scalpel. An alternative approach would
be to limit guide boats as opposed to further restricting fishing
opportunities. (…that are already being managed.)

packet for budget committee workshop. E-mailed to committee members. March 6,
6:00 pm.
+ Coordinated
DLCD TSP response with Comm. Barnett. He’ll be keeping track of comparable
responses in the next week and then we’ll put our heads together when we get
back from DC.
+ Conversation
with Nancy Fitzpatrick and Tim Thomas regarding albacore treaty with Canada
(see below).
+ Meeting
with Comms. Folkema and Browning and MC Saindon to review action plans/talking
points for our DC lobbying trip…
I.
SUPPORT RAMP LEGISLATION. The Port
of Garibaldi is supportive of legislation initiated in part by NW legislators
to release the full amount of collected Harbor Maintenance Trust Funds (HMTF)
to USACE for the intended purpose of dredging and jetty maintenance. Currently,
only HALF of the collected tax is released for it’s legally intended purpose.
II.
DREDGING TILLAMOOK BAY BAR. Similar
to the dredging effort at Morro Bay in 2009. ERDC has been monitoring our entry
and a solution that would allow the dredge Yaquina to dig a hole that would
absorb the wave height could be a short-term solution. Could be a fraction of
the cost and buy valuable time. Has Morro solution worked?
III.
SUPPORT U.S. COAST GUARD MISSION.
What is the best approach for getting a Water Analysis and Management System
funded? Aids to navigation into Tillamook Bay.
IV.
WAVE ENERGY BREAKWATER DESIGN. Jetty
systems that can have multiple uses, such as wave energy conductors, are
positives.
V.
SITE CERTIFIED SEAFOOD INSPECTIONS.
U.S. Commerce needs to certify seafood productions sites in order to speed up
and increase distribution opportunities.
VI.
SUPPORTIVE OF THE US/CANADA ALBACORE
TREATY, BUT AGAINST THE FISHING REGIME PROVISIONS. “Fishing Regime” is the portion of the Treaty that defines
specifics such as number of boats, quotas, etc. The Regime expired in 2011 and
there has been no treaty in place. More study needs to be conducted to see the
economic impacts to the US economy. It would be a different story if those fish
were landed in the US, but Canada has not be forthcoming with landing data.

VII.
MARINE INFRASTRUCTURE. The Port has
a $3.0MM pending grant application from EDA to rebuild our WWII era wharf.
Along with a $1.7MM State of Oregon grant, we are now only $1.3MM away from
finishing the road and utility improvements needed to finish the project.
+ Continued discussion with OBDD about
obtaining interim financing for wharf project.
+ Upon request by OBDD, The Port of
Garibaldi has received approximately $100,000 from the federal government since
2007. (This does not include the work on the north jetty as that money does not
come to the port.) The $100,000 includes mainly FEMA reimbursements from the
2007 storm, and a $15k grant from USDA-RD for planning efforts.
+ We’ve been a little short-handed this
week with Jessi out on a brief medical leave, so I’ve fielded more moorage
inquiries than normal. Tabitha has been a big help and I’m impressed with how
much she has learned during her short time here.
+ Completed Tourism Oregon Quality Care
customer service training program and received my certificate. Goal is to have
all six port employees certified through the Travel Oregon program. Both Chris
and Virgil earned their certificates after completing the program this week
(poor weather allowed them to make time!) So we’re half way through our goal! This
is a program that was discussed during the Garibaldi Tourism Commission

+ EDA needed more signatures on
additional documents. Comm. Folkema made time to come in and update forms.
