+          Meeting with Scott Keillor to review schedule for Vision Plan. Received Stakeholder flier to review. Hope to start contacting folks next week.
+          OPPA Executive Committee conference call.
+          Meeting with tenants, Fire Chief Marugg, Sheldon Oil to discuss gasoline tank upgrades at Big Tuna/TB Boathouse. Good meeting to discuss safety access issues before tenants apply for expansions.
+          Attended OPPA Conference in Hood River. Best session was the landlord/tenant session given by Jeff Bennet, Shrader Ramis. Take aways: inventory or all land/submerged land/leasable buildings; adopt an acquisition/disposition policy (Bennet has a model plan that OPPA will put on website); know historical uses of property; identify access for transportation/utility services; identify “common area maintenance” areas and charge for those services while explaining what the port’s responsibility will be; prefers using Letters of Intent for negotiating major components of a possible lease; Discussed differences between Triple Net Lease (full tenant liability) to Full Service Lease (full owner liability); Use “work letter” to lay out all responsibilities that will occur before a lease begins (such as up front improvements); Summarize lease in a “Lease Brief” and have easily available; Recommended that tenants have a minimum of $2MM general liability coverage; Never accept parial rent. If termination is necessary, re-instate performance obligations before terminating. Comply will all notice requirements. Port will be working Jeff’s firm to prepare new leases with probably new construction on the wharf. Also heard from Matt Garret, ODOT Director, during lunch key note.
+          Obtained all insurance/bond disclosures from Bergerson and subs; forwarded to EDA. We did have to request a waiver of a “Building” coverage since this contract is a demolition contract. Submitted Notice to Proceed. They’ll be using the rough ramp behind the fish cleaning station next week starting on Tuesday. Left a message for Kayak Tillamook that they may want to avoid launching from that spot next week as Bergerson begins mobilization.
+          Continued to respond to potential bidders on projects. Over 35 copies of the bid documents have been downloaded from the service websites.
+          Updated information for the temporary maintenance yard to the city. Including temporary electricity would require a conditional use, but it doesn’t appear that a refrigeration unit will be going in. The Port did obtain a preview of the flood plain maps that are set to be released this spring and the area to the east of Jerry Creasy Way is out of the “new” flood plain. This will be helpful if any development were to occur in this area. Finished SOW, received EDA blessing and scheduled a pre-bid for the installation for Oct. 2nd. Will rent fencing.
+          Jess was sick for part of Monday… ‘tis the season!
+          We confirmed with EDA that contracting with NOEA would not be a problem as Val Folkema serves on that board as well. EDA approve a contract and noted that there would be no conflict with her serving on both boards.
+          Followed up with Karen Nelson, USACE, to let her know that our wharf project has changed since the original application. Biggest change is the removal of a proposed seawall replaced with additional pipe pile; also 2500 cubic yards of rip rap and base rock will be installed. (The original permit said 2000 tons?) Either way, USACE thinks the change is beneficial and will give NMFS 30 days to review, but should be good to go. Better to get this stuff cleared up before final bid docs go out.
+          HR interview location scheduled for coast guard station.
+          Facilitated information on a small estuary parcel by Hobsonville owned by the Port. Have actually received interest upon acquisition. Put real estate agent in touch with assessor’s office to help obtain more information.
+          Confirmed that ROW improvements are at 30% design for TIGER funding. Port may want to approach with Design/Build approach.
+          Issued CM Addendum affirming qualifications based selection followed by contract negotiations.
+          Scheduled meeting with USDOT for Tuesday, October 29th to visit TIGER project.
+          Received updated engineer’s estimate for wharf project.
+          Received first grant disbursement from EDA. WHEW! It’s real!
+          Filled out and submitted CO monthly and EDA Quarterly reports.
+          Received word that city will be speeding up the SDC process for taking care of the carwash project fees.
+          Received updated budget acceptance from EDA based upon newer information. Bottom line is the same; just clarifying categories.
+          Began process for setting up ACH transfer from ConnectOregon, similar to EDA.
+          Received SOW from The Spot for improvements to the lease. Recommended talking to permitting agencies to find out if project is an improvement or addition. Tenant will also need to come up with cost estimates for work to share with Port Commission.
+          Fine-tuned some spreadsheets to accurately reflect grant requests and expenditures. Want to get on this early!
+          Commissioner Daniels requested a copy of the General Construction Specifications and will be re-writing several sections that did not meet his expectations. I did email Jennifer Purcell, DEQ, to find out if the state has preferred language for preventing construction debris from entering the storm system. Forwarded information to port engineer.

+          Had computer tech come in and help with e-mail and quickbooks file server connectivity.
+          Talked to Stephen Lucker, DLCD, who gave me a preview of Garibaldi’s new Flood Insurance Rating Map (MAP) due out next Spring. Current FIRM maps are from the 70s. This will be beneficial to our temporary storage yard in case the Port ever wanted to build on the location.
+          Coordinated with HHPR to officially advertise the general construction Invitation To Bid. Already starting to receive feedback from interested bidders. All dates in the process are updated as quickly as possible on the Port’s Request for Proposals page.
+          Also received questions regarding the Construction Management RFPs from possible bidders.
+          Worked with Tillamook County Community Development and Steven Entenman HHPR Civil Engineer, to get a price for the building permit application. County permit cost is over $36,000 and includes several reviews including fire and life safety and state fees. The city land use fees were only $755. Steve will be sending me four final copies to submit to the city and county along with the checks and the signed application. The construction value of the wharf was estimated at $4MM for the sake of the permit value.
+          Scheduled interview times with the HR consultant and all six port employees for October 7th. Mr. Hayhurst will be helping the port commission develop a classification plan for port employees and ultimately update the port’s personnel manual.
+          Sent executed contract to Scott Keillor. We have a meeting next week to go over the public outreach portion of the plan. Should have a much better handle on how to publicize the commission’s vision process by the end of next week.
+          Began developing scope of work for temporary maintenance yard. The biggest question will be the need to provide electricity for a tenant who owns a refrigeration unit. If we have to provide electricity to the unit, we’ll need to get a conditional use from the city. Waiting to hear back if TPUD will provide a temporary drop to the unit as if it were being used during the construction of a house. Also received specs for base rock from engineer. Fencing will be temporary as well and we’ll need to get three quotes. Approximately 500 yards of fill will need to be moved around on site. Hope to start getting quotes next week.
+          Still working on getting duties lined out between the Grant Administrator and Construction Management contracts. We may need to select the CM based on qualifications and then have NOEA (the local EDD) and the CM work out who will be responsible for specific duties. Unfortunately, EDA has required that these tasks be separate contracts. I’ll be continuing to work through the tasks with involved parties.
+          Set up a meeting for next week with Fire Chief, Sheldon Oil and tenants interested in selling or expanding gas/diesel sales at the port. Talked with DEQ about restrictions/limitation of selling gas over water and unless the tanks get to be over 10k gallons, it’s really an issue of the state fire marshal and industry standards. Fuel is an important port amenity so it’ll be important to find a path that can allow boats to be safely and adequately fueled in Garibaldi.
+          Received and passed along to Commission a series of post-tourist season debriefing sessions being hosted by the Garibaldi Tourism Commission. Should be an interesting way for businesses to discuss issues of the day. Start in October.
+          Meeting with Greg Morrill, Bergerson Construction, contractor who was awarded the deck demolition contract last Friday. Met with him in Astoria to execute contract. He’ll get bonds and subs insurance in place and should be able to start demo of the decking by end of the month.
+          Received and edited article that will appear in city newsletter regarding TIGER funding.
+          Researched parking space sizes from OSMB and City Transportation Plan to begin identifying all the parking spots on port property. This will be a major part of the vision plan as any development will add parking impacts to what is already a congested situation. Will work with port employees in early October to start counting parking spots.
+          Transferred funds from General Fund to Wharf Fund, received final approval from granting agencies, and paid Sheldon Land Clearing for building demo. Thank you, Willie!
+          Working out issues on a possible lease purchase. Initial plan included a sub-lease (which is prohibited in port’s standard lease) and approval from port commission. The Port has no problem assigning a lease from one party to the next, but the commission normally is not a party to a business purchase agreement.
+          First conversation with TIGER US-DOT folks this week. Received names of folks back in DC who will be facilitating the process. The TIGER project will be much clearer after the port receives bids for the wharf reconstruction.
+          Shared work from wharf survey project last fall with a property appraiser.
+          Received morphology report from USACE on wave conditions at Tillamook Bay bar (http://acwc.sdp.sirsi.net/client/search/asset/1029620). Interesting report that is a first step in looking at alternatives to improving the bay entrance.
+          Received results from ODOT’s STIP Enhance funding priorities. Garibaldi project finished just below the funding line. Luckily the TIGER funds came in.
+          Prepared packet for Special Meeting on Friday. Made recommendations to Commission to award deck demo contract to Bergerson, finalize overtime payments to non-exempt employees, award contract for digging and installing electrical infrastructure along the back of the RV Park to Advanced Excavation, approve payment for building permits.

+          Staff met with PUD regarding RV Park/Boatwash trench and disconnection of powerline on Commercial. Received workorder and invoice for Commercial Ave. work.
+          Met with Sheldon Land Clearing to discuss Prevailing Wage requirements and to assist with invoicing to meet federal requirements. Willie McDonald did a great job on the building demolition and finished six days early.
+          Attended Wage & Hour seminar at TBCC with Office and Maintenance Managers.
+          Attended Regular Port Meeting on Wednesday.
+          Meeting with surveyor to review placement of maintenance yard on Jerry Creasy Way. Drew approximate locales for yard, wrote letter to city planner and filled out land use application to city for a temporary use. Submitted application and material on Friday morning.
+          Two brief phone calls with Scott Keillor to discuss Vision Plan. Pinned two dates for public town hall meetings: December 10th and Marc 18th. October 21st and 22nd will be the kick off for interviews. Scott will be preparing a one-page summary of the process for staff to distribute to community and interviewees by end of September
+          Received 90% construction drawings from Steve Entenman. We’re on schedule! Also received draft bid docs from Ken Valentine and distributed to EDA, ConnectOregon and OBDD. Calendar next week will be busy with wharf activity.
+          Responded to peer listserve on public contracting provisions for local vendors.
+          Reviewed planning commission agenda and packet. The Spot’s conditional use application will most likely be approved by the commission.
+          Followed up with tenant regarding lease modification. Billing was received but without the signed lease mod. Continue to follow up.
+          Confirmed with ODOT and USDOT officials that the TIGER award will be administered through MARAD, as opposed to FHWA. This is good news as our NEPA categorical exclusion checklist assumed MARAD rules.
+          Conversations with (and congratulations from) EDA regarding TIGER award, but they wanted to confirm that none of the EDA work would be matched with TIGER (other federal) funds. I was able to confirm this and will stress this to US-DOT through the introductory period.
+          OPPA Conference attendance sign-ups are a little light so helped ED with pressing some peer ports to attend.
+          Received links and material from OPRD for their Local Government Parks Grants next spring. Port should be in a good spot to write an application for the Commercial Ave. park element on the sight of the Doug’s Diving business. #1 priority in port’s parks plan. Elements of the park could be similar to the Rockaway wayside project. P
+          Lots of conversations with folks regarding prevailing wage rules/certification for owner/operator/sole proprietor who normally doesn’t have payroll. Our auditor who will be doing the single audit gave great advice and said that the payroll is the main trigger.
+          Pulled material together and submitted first payment reimbursement to EDA. Quickly received approval from our PM and should be getting payment quickly. Once prevailing wage documents are confirmed with Sheldon, check is ready to hand off.

+          Talked to Port Orford Manager and Commission regarding their SBP process. They’ll be focusing on dredging.
+          Read article in Statesman Journal that the state of Oregon will begin dredging low use ports this year. Garibaldi will get a chance in the next year or two if things pan out. This is very positive news for small ports on the Oregon coast.
+          Said goodbyes to Hank Bynaker, Port of Astoria CEO, who resigned earlier this week.
+          Fielded several calls from interested bidders on various proposals and issues.
+          Asked to submit summary of TIGER leveraging strategy to be shared with the Senate Rural Communities and Economic Development Committee. Basically, it’s an effort to encourage the state to fund projects especially if it can leverage additional federal and local funds.
+          Registered for OPPA Conference in Hood River later on this month.
+          Received three informal bids for grant administration. Working with NOEA and EDA to finalize contract next week.
+          Reviewed a Paid Time Off spreadsheet from auditors. Need to tweak to fit port’s policies.
+          Responded to listserve request on occupancy rates during winter in RV park. Not surprisingly it is the lowest time of the year. Port of Siuslaw occupancy during November through April is 12, 9, 12,12,15 and 20%. Garibaldi for those months was 36, 32, 31, 34, 40 and 54%. Compared to the year before, however, our occupancy is down 5%. I believe this is because we’ve been slowly discouraging long-term rentals in the park.
+          Conversation with Lion’s Club about drainage issues at Lumberman’s Park. They’re working with city as well to see if there are any issues related to covering the ditches between the park and road with culverts.
+          STIP approved projects were released this week. Garibaldi wharf project was lowered to #13 priority, but it’s good news that it’s still on the list. Chances are it won’t be seeing any Enhance funds from ODOT.
+          Commissioner Barnett will be attending both OPPA and PNWA conferences this fall.
+          As part of vision plan will be a parking spaces analysis at the port. Obtained typical parking measurements for boat/trailer from OSMB and a similar chart is located on the city’s website for regular vehicles. Also printed out Google earth maps of port locations and will begin quantifying parking spaces and numbers by types.
+          Working with maintenance staff to schedule time off during winter. Also discussed purchasing an “on call” phone for whomever is on weekend duty. Past practice has been to call employees’ personal phones. New trial policy will be to have a single emergency phone and the staff coordinate who controls the “bat phone”. Should more fairly spread out weekend duties.
+          Executed contract with BergerAbam for Vision Planning effort.
+          Had computer tech come in and help with problems related to email servers.

+          Met with Maintenance Crew to discuss about new time cards, wage and hour-related issues.
+          Met with DLCD Director, Jim Rue; and John O’Leary to discuss land use/zoning issues related to the Garibaldi water front. Mr. Rue was in Tillamook all day and was nice enough to work a half hour to visit the port office and discuss issues related to Goal 17.
+          Attended NOHA meeting in Warrenton.
+          Word publically announced about the Port’s $1.47MM grant award from US Dept. of Transportation. Fielded dozens of phone calls, emails and drop-ins from port supporters and potential project bidders about the project. Also received nice emails from Sen. Merkley and Rep. Shrader’s offices. This award will help complete all the road/utility infrastructure issues leading to the wharf. Port has now received over $6.2MM in state and federal grants to go with its own $150k contribution. Worked on press release.

+          Meeting with Scott Keillor to discuss Open House and Town Hall meeting dates related to the Port’s Vision Plan. Tentative dates are December 10th and March 18th for the final presentation.
+          Plan will include development of a parking plan to ensure that any vision components have accurately taken parking needs into consideration. Talked to Dave about ways to start identifying and counting port’s parking spaces.
+          Talked to Scott and Robert Yakas, architect, about finding some of the 3D graphic images for the Commercial Ave. park element that was developed during the port’s park master plan. Also talked to State Parks about their local government grant program. New grant applications will be available in the new calendar year.
+          Reviewed state’s dredging equipment scope of work. Should be released for bids next week. Great news for the south coast ports that they’ll see some dredging this year.
+          Talked to various tenants regarding land/building issues.
+          Continued to pull together invoices and copies of checks for the port’s first CO reimbursement request. Received Sheldon Land Clearing invoice. Willie finished six days early and did a great job removing the three buildings.
+          Updated wharf contract schedules and posted on website. Included summary for meeting packet.
+          Ken V. submitted request for service with TPUD to take down power lines on Commercial from vacated lots.
+          Several conversations with ODOT staff, City and the NW ACT how to address the City’s Enhance grant in light of the TIGER award. John’s power point presentation is excellent and I hope he gets the $330k. According to ODOT staff, the road/utility improvements are estimated to cost $1.7MM. So even with the TIGER funds, the Enhance will be needed to finish the project.
+          Did hear from a potential grant/contract management consultant who decided not to submit a proposal due to EDA’s public contracting rules. This may have an unintended consequence when it comes to actually receiving bids for the service-oriented contracts.
+          Pulled meeting packet together with staff’s help and distributed to commissioners.
+          Received a paid time off excel program for tracking earned leave from the port’s auditor.
+          Had to cancel dredge permitting meeting with Bill Cook and Denise Lofman. Bill’s going in for back surgery and will be down for a couple of weeks. Looking forward to his quick recovery!
+          Received 60% construction drawings from Steve Entenman. We’re on schedule!
