Manager Report 8/31-9/6
+ Met with Maintenance Crew to discuss about new time cards,
wage and hour-related issues.
+ Met with DLCD Director, Jim Rue; and John O’Leary to
discuss land use/zoning issues related to the Garibaldi water front. Mr. Rue
was in Tillamook all day and was nice enough to work a half hour to visit the
port office and discuss issues related to Goal 17.
+ Attended NOHA meeting in Warrenton.
+ Word publically announced about the Port’s $1.47MM grant
award from US Dept. of Transportation. Fielded dozens of phone calls, emails
and drop-ins from port supporters and potential project bidders about the
project. Also received nice emails from Sen. Merkley and Rep. Shrader’s
offices. This award will help complete all the road/utility infrastructure
issues leading to the wharf. Port has now received over $6.2MM in state and
federal grants to go with its own $150k contribution. Worked on press release.

+ Meeting with Scott Keillor to discuss Open House and Town
Hall meeting dates related to the Port’s Vision Plan. Tentative dates are
December 10th and March 18th for the final presentation.
+ Plan will include development of a parking plan to ensure
that any vision components have accurately taken parking needs into consideration.
Talked to Dave about ways to start identifying and counting port’s parking
spaces.
+ Talked to Scott and Robert Yakas, architect, about finding
some of the 3D graphic images for the Commercial Ave. park element that was
developed during the port’s park master plan. Also talked to State Parks about
their local government grant program. New grant applications will be available
in the new calendar year.
+ Reviewed state’s dredging equipment scope of work. Should
be released for bids next week. Great news for the south coast ports that
they’ll see some dredging this year.
+ Talked to various tenants regarding land/building issues.
+ Continued to pull together invoices and copies of checks
for the port’s first CO reimbursement request. Received Sheldon Land Clearing
invoice. Willie finished six days early and did a great job removing the three
buildings.
+ Updated wharf contract schedules and posted on website.

+ Ken V. submitted request for service with TPUD to take down
power lines on Commercial from vacated lots.
+ Several conversations with ODOT staff, City and the NW ACT
how to address the City’s Enhance grant in light of the TIGER award. John’s
power point presentation is excellent and I hope he gets the $330k. According
to ODOT staff, the road/utility improvements are estimated to cost $1.7MM. So
even with the TIGER funds, the Enhance will be needed to finish the project.
+ Did hear from a potential grant/contract management
consultant who decided not to submit a proposal due to EDA’s public contracting
rules. This may have an unintended consequence when it comes to actually
receiving bids for the service-oriented contracts.
+ Pulled meeting packet together with staff’s help and
distributed to commissioners.
+ Received a paid time off excel program for tracking earned
leave from the port’s auditor.
+ Had to cancel dredge permitting meeting with Bill Cook and
Denise Lofman. Bill’s going in for back surgery and will be down for a couple
of weeks. Looking forward to his quick recovery!
+ Received 60% construction drawings from Steve Entenman. We’re
on schedule!
