Manager Report 9/14-20
+ Had computer tech come in and help with e-mail and
quickbooks file server connectivity.
+ Talked to Stephen Lucker, DLCD, who gave me a preview of
Garibaldi’s new Flood Insurance Rating Map (MAP) due out next Spring. Current
FIRM maps are from the 70s. This will be beneficial to our temporary storage
yard in case the Port ever wanted to build on the location.
+ Coordinated with HHPR to officially advertise the general
construction Invitation To Bid. Already starting to receive feedback from
interested bidders. All dates in the process are updated as quickly as possible
on the Port’s Request for Proposals page.
+ Also received questions regarding the Construction
Management RFPs from possible bidders.
+ Worked with Tillamook County Community Development and
Steven Entenman HHPR Civil Engineer, to get a price for the building permit
application. County permit cost is over $36,000 and includes several reviews
including fire and life safety and state fees. The city land use fees were only
$755. Steve will be sending me four final copies to submit to the city and
county along with the checks and the signed application. The construction value
of the wharf was estimated at $4MM for the sake of the permit value.
+ Scheduled interview times with the HR consultant and all
six port employees for October 7th. Mr. Hayhurst will be helping the
port commission develop a classification plan for port employees and ultimately
update the port’s personnel manual.
+ Sent executed contract to Scott Keillor. We have a meeting
next week to go over the public outreach portion of the plan. Should have a
much better handle on how to publicize the commission’s vision process by the
end of next week.
+ Began developing scope of work for temporary maintenance
yard. The biggest question will be the need to provide electricity for a tenant
who owns a refrigeration unit. If we have to provide electricity to the unit,
we’ll need to get a conditional use from the city. Waiting to hear back if TPUD
will provide a temporary drop to the unit as if it were being used during the
construction of a house. Also received specs for base rock from engineer.
Fencing will be temporary as well and we’ll need to get three quotes.
Approximately 500 yards of fill will need to be moved around on site. Hope to
start getting quotes next week.
+ Still working on getting duties lined out between the Grant
Administrator and Construction Management contracts. We may need to select the
CM based on qualifications and then have NOEA (the local EDD) and the CM work
out who will be responsible for specific duties. Unfortunately, EDA has
required that these tasks be separate contracts. I’ll be continuing to work
through the tasks with involved parties.
+ Set up a meeting for next week with Fire Chief, Sheldon Oil
and tenants interested in selling or expanding gas/diesel sales at the port.
Talked with DEQ about restrictions/limitation of selling gas over water and
unless the tanks get to be over 10k gallons, it’s really an issue of the state
fire marshal and industry standards. Fuel is an important port amenity so it’ll
be important to find a path that can allow boats to be safely and adequately
fueled in Garibaldi.
+ Received and passed along to Commission a series of
post-tourist season debriefing sessions being hosted by the Garibaldi Tourism
Commission. Should be an interesting way for businesses to discuss issues of
the day. Start in October.
+ Meeting with Greg Morrill, Bergerson Construction,
contractor who was awarded the deck demolition contract last Friday. Met with
him in Astoria to execute contract. He’ll get bonds and subs insurance in place
and should be able to start demo of the decking by end of the month.
+ Received and edited article that will appear in city
newsletter regarding TIGER funding.
+ Researched parking space sizes from OSMB and City
Transportation Plan to begin identifying all the parking spots on port
property. This will be a major part of the vision plan as any development will
add parking impacts to what is already a congested situation. Will work with
port employees in early October to start counting parking spots.
+ Transferred funds from General Fund to Wharf Fund, received
final approval from granting agencies, and paid Sheldon Land Clearing for
building demo. Thank you, Willie!
+ Working out issues on a possible lease purchase. Initial
plan included a sub-lease (which is prohibited in port’s standard lease) and
approval from port commission. The Port has no problem assigning a lease from
one party to the next, but the commission normally is not a party to a business
purchase agreement.
+ First conversation with TIGER US-DOT folks this week.
Received names of folks back in DC who will be facilitating the process. The
TIGER project will be much clearer after the port receives bids for the wharf
reconstruction.
+ Shared work from wharf survey project last fall with a
property appraiser.
+ Received morphology report from USACE on wave conditions at
Tillamook Bay bar (http://acwc.sdp.sirsi.net/client/search/asset/1029620).
Interesting report that is a first step in looking at alternatives to improving
the bay entrance.
+ Received results from ODOT’s STIP Enhance funding
priorities. Garibaldi project finished just below the funding line. Luckily the
TIGER funds came in.
+ Prepared packet for Special Meeting on Friday. Made
recommendations to Commission to award deck demo contract to Bergerson,
finalize overtime payments to non-exempt employees, award contract for digging
and installing electrical infrastructure along the back of the RV Park to
Advanced Excavation, approve payment for building permits.
