POG Manager Report 9/21-27
+          Meeting with Scott Keillor to review schedule for Vision Plan. Received Stakeholder flier to review. Hope to start contacting folks next week.
+          OPPA Executive Committee conference call.
+          Meeting with tenants, Fire Chief Marugg, Sheldon Oil to discuss gasoline tank upgrades at Big Tuna/TB Boathouse. Good meeting to discuss safety access issues before tenants apply for expansions.
+          Attended OPPA Conference in Hood River. Best session was the landlord/tenant session given by Jeff Bennet, Shrader Ramis. Take aways: inventory or all land/submerged land/leasable buildings; adopt an acquisition/disposition policy (Bennet has a model plan that OPPA will put on website); know historical uses of property; identify access for transportation/utility services; identify “common area maintenance” areas and charge for those services while explaining what the port’s responsibility will be; prefers using Letters of Intent for negotiating major components of a possible lease; Discussed differences between Triple Net Lease (full tenant liability) to Full Service Lease (full owner liability); Use “work letter” to lay out all responsibilities that will occur before a lease begins (such as up front improvements); Summarize lease in a “Lease Brief” and have easily available; Recommended that tenants have a minimum of $2MM general liability coverage; Never accept parial rent. If termination is necessary, re-instate performance obligations before terminating. Comply will all notice requirements. Port will be working Jeff’s firm to prepare new leases with probably new construction on the wharf. Also heard from Matt Garret, ODOT Director, during lunch key note.
+          Obtained all insurance/bond disclosures from Bergerson and subs; forwarded to EDA. We did have to request a waiver of a “Building” coverage since this contract is a demolition contract. Submitted Notice to Proceed. They’ll be using the rough ramp behind the fish cleaning station next week starting on Tuesday. Left a message for Kayak Tillamook that they may want to avoid launching from that spot next week as Bergerson begins mobilization.
+          Continued to respond to potential bidders on projects. Over 35 copies of the bid documents have been downloaded from the service websites.
+          Updated information for the temporary maintenance yard to the city. Including temporary electricity would require a conditional use, but it doesn’t appear that a refrigeration unit will be going in. The Port did obtain a preview of the flood plain maps that are set to be released this spring and the area to the east of Jerry Creasy Way is out of the “new” flood plain. This will be helpful if any development were to occur in this area. Finished SOW, received EDA blessing and scheduled a pre-bid for the installation for Oct. 2nd. Will rent fencing.
+          Jess was sick for part of Monday… ‘tis the season!
+          We confirmed with EDA that contracting with NOEA would not be a problem as Val Folkema serves on that board as well. EDA approve a contract and noted that there would be no conflict with her serving on both boards.
+          Followed up with Karen Nelson, USACE, to let her know that our wharf project has changed since the original application. Biggest change is the removal of a proposed seawall replaced with additional pipe pile; also 2500 cubic yards of rip rap and base rock will be installed. (The original permit said 2000 tons?) Either way, USACE thinks the change is beneficial and will give NMFS 30 days to review, but should be good to go. Better to get this stuff cleared up before final bid docs go out.
+          HR interview location scheduled for coast guard station.
+          Facilitated information on a small estuary parcel by Hobsonville owned by the Port. Have actually received interest upon acquisition. Put real estate agent in touch with assessor’s office to help obtain more information.
+          Confirmed that ROW improvements are at 30% design for TIGER funding. Port may want to approach with Design/Build approach.
+          Issued CM Addendum affirming qualifications based selection followed by contract negotiations.
+          Scheduled meeting with USDOT for Tuesday, October 29th to visit TIGER project.
+          Received updated engineer’s estimate for wharf project.
+          Received first grant disbursement from EDA. WHEW! It’s real!
+          Filled out and submitted CO monthly and EDA Quarterly reports.
+          Received word that city will be speeding up the SDC process for taking care of the carwash project fees.
+          Received updated budget acceptance from EDA based upon newer information. Bottom line is the same; just clarifying categories.
+          Began process for setting up ACH transfer from ConnectOregon, similar to EDA.
+          Received SOW from The Spot for improvements to the lease. Recommended talking to permitting agencies to find out if project is an improvement or addition. Tenant will also need to come up with cost estimates for work to share with Port Commission.
+          Fine-tuned some spreadsheets to accurately reflect grant requests and expenditures. Want to get on this early!
+          Commissioner Daniels requested a copy of the General Construction Specifications and will be re-writing several sections that did not meet his expectations. I did email Jennifer Purcell, DEQ, to find out if the state has preferred language for preventing construction debris from entering the storm system. Forwarded information to port engineer.
