POG Manager Report 12/7-27


+          Reviewed draft financial (audit) letters and reviewed with Port Commission. Approved signatures.
+          Reviewed insurance limits with Cheryl Spellman on our leasehold certificates.
+          Learned that the Port will be responsible for paying a BOLI fee (1/10 of 1%) that had been unbudgeted. It’s not a budget buster but a surprise nonetheless. The fee is paid on all federal construction contracts and services the regulatory aspects of BOLI.
+          Submitted information and a draft letter to the Barview-Watseco-Twin Rocks Neighborhood Association for support on the north jetty.
+          Finished board packet and distributed to members.
+          Finalized review of Maintenance Manager’s timesheet after it was determined that the position is non-exempt. (New job descriptions now list the position and Maintenance Supervisor.) This will result in a payment for overtime that had initially been considered as “flex” time. It’s important that this issue get resolved as it violates state and federal employment rules. It will also remove the liability from the Port’s balance sheet.
+          Coordination of grant administrator (GA) and funders to get the process ironed out. It always takes a month or two of working out the kinks and the holidays were in there as well. This process is important as it assures that our contractors will be paid quickly … which is a good thing!
+          Also, GA and the Port’s auditors also had a discussion about making sure our record keeping will meet the single audit standard. Since we will be using federal money on the wharf project, the audit will be much more detailed. The GA is doing a great job making sure that our reimbursement requests and record keeping are keeping up.
+          Wooden pile removal began earlier in the month. Took video of the old pile removal. This will serve as insurance and proof that the pile is being properly dealt with which is a condition of the EDA grant.
+          Correspondence with ODFW regarding status of cultural/economic impacts required for marine reserves. They are wrapping up their first baseline monitoring report and is hoping to have that out early in the new year. This will be an interesting document for the community to review and it is one of the last reports required by the MR process.
+          Received SOW of work from City for C/M services on the TIGER road improvements. The SOW was also sent to Jason Morgan so he could begin preparing the RFQ process for the engineering part of TIGER.
+          I’ve been dragging my feet a little on the TIGER grant agreement as we await the pile driving portion of the wharf project. There was some concern that there might be cost over-runs and it would be important to identify those in the TIGER contract. Early in the new year, the Port will have a better handle on potential risks (cost overruns) and can proceed with getting the TIGER contract finalized.
+          Continued review and approval of CM submittals.
+          Continued update of FY1314 weekly timesheet spreadsheets. Also finalized proof of weekly time receipts and ordered print run of receipt books which will hopefully make it easier for employees to fill out and submit weekly hours.
+          Received and reviewed our general insurance coverage. Looks like we’ll be going up 10% due to some losses this year. Even though we removed two buildings on the wharf, the stolen equipment/vandalism plus the new truck pushed our coverage up.
+          Nice conversation with Linda Buell about the Port’s Vision Plan. Felt that there should be some opportunity on the new wharf for more retail opportunities to encourage tourists to visit down into the port district.
+          Commission President, Val Folkema, will be working to bring federal delegation (Wyden, Merkeley, Shrader) to spend quality time in Garibaldi to view progress on the wharf project. The Port Commission felt that making a concentrated effort to bring our delegation to Tillamook to spend an hour or so would be more valuable than making the annual trip back to Washington DC.
+          Received support jetty letter from Bay City Mayor, Shaena Peterson.
+          Attended OPPA meeting via conference call in Salem.
+          Have about a quarter of the 110’ pile on site. Some issues with current crane and hammer, but vibrating crane seems to be working as well as removing the more difficult wooden pile. Vibrating crane is not preferred and the port may need to work with Bergerson to come up with a back up plan if the current crane system doesn’t get fixed.
+          Successful Vision Plan Open House. Awaiting draft report of the meeting to share with Port Commission. I believe the Commission has received lots of valuable information. Will recommend that they have a work session (public may view but not comment) to begin pinning down site development in middle-January.
+          Working to get Irish’s Mooring on separate water meter. Should get finished up early in new year and shouldn’t be too big an expense. Will definitely save them headaches as the RV park project progresses.
+          Reviewed draft financial documents with auditor. Minor changes but it’s important to get it right.
+          Received draft IGA between City and Port for CM services related to TIGER funding.
+          Received emails from all three budget committee members that they’d like to renew.
+          Began researching and putting options together for the Port Commission on recruitment for new Manager (assuming contract issues get ironed out).
+          Signed off on Pacific Rim Boatwash Sign Permit. They’re getting close to opening
+          Reviewed draft powerpoint on the economic impact study of ports on the state’s economy. Will forward to Commission as it’s actually very inspirational!
+          Continuing to get more information from peers (in this case Bill Cook) on dredging assistance. Bill is a great resource.
+          Received Marine Insurance requirements from peer ports for consideration in annual rate resolution.
+          Looking into scheduling some improvements for Garibaldi Charters per agreement.
+          Discussed lease issues with TEP; no problems they just need additional space for storage.
+          Continued discussions about changing the spec on the 5-ton crane on the wharf. HMM will be researching. Would like card lock system that would be issued upon completion of training.
+          Reached out to DLCD about the EPA denial of the state’s non-point solution control program. The funding from EPA to the state manifests itself in local grants. This will be a blow for a lot of the positive coastal zone stuff that the state is doing (for example, the changing of the zone to allow for more varied uses was funded through EPA funds.)
+          Signed off on an extension of our audit with the state. Pretty much ran out of time to complete some of the management analysis, but should be able to tackle it in January.
+          Reached out to the Tillamook Model Airplane group about taking some aerial video/photos of the wharf project. Will facilitate with HMM and Bergerson to ensure safety issues.
+          Still working through issues on the TPUD easement with mill. Sent over updated 10’ x 10’ easement for the transformer that would ultimately be pulled out of their lease. Waiting to hear back.
+          Conversations with County and Jack Scovell about what needs to happen next on the RV park building. Awaiting for quotes next week.

+          Meeting with Mark Tellhed, Onion Peak Design, to discuss creating RFQ for TIGER A/E selection. Did the same with Justin Morgan as well.
+          Unfortunately the week of the 25th was pretty quiet. I took Tuesday off due to my daughter being sick and had the rest of the week off for the Thanksgiving holiday. Did come in briefly on the 1st to prepare for the first week of December.
+          Responded to questions from auditors regarding accrual times.
+          Beginning to get advertising renewals for new calendar year. The primary advertising that the Port has done is the two page spread in the Mile x Mile guide. This spread and the Port’s sponsorship allows businesses in Garibaldi to pay a reduced rate to advertise in the magazine. It’s been popular with Garibaldi businesses, but does cost the Port $5k.
+          Received and reviewed dozens of submittals from the Port’s construction manager, most of which were clarifications from the contractor. The biggest issue was reviewing a request for the pile to be ordered and paid for as a lump sum in order to take any potential mystery out of the final lengths of piling. CM recommended that the Port approve the clarification (it’s not formally a change order and doesn’t have any detrimental cost affects to the port.)
+          USCG has some concerns about the Ebel house barge and I assured the master chief that the port did not encourage the Ebel’s to anchor in crab harbor. We’re all very cautious about whether the housebarge will make it through the winter unscathed.
+          Had a lengthy phone with Scott Keillor and Dave Sacamano regarding the image boards for the Vision Workshop on the 10th. I think we worked through a lot of issues so that the boards will make the most amount of sense to people that stop in for the workshop. Also followed up on press releases and will be on Tommy Boye’s webcast show Friday morning.
+          Interview with Joe Wrabek for a cover story on the Headlight Herald promoting the Vision workshop. Was good publicity for the workshop and also included a sidebar on the progress on the wharf project. Lots of good feedback from folks who read the article. I also worked with the HH ad department and will run a ¼ page add in this week’s paper promoting the workshop.
+          After discussing matters with the Port’s CM and engineers, it may be difficult for the road/utility improvements to get finished in summer/fall of 2014. The CM is recommending that the separate contract happen after Bergerson is finished with the wharf which is contracted for November 2014. If the Port attempted to have a different contractor working on the road, we could have potential for claims if something were to go awry. Since it’s not recommended for asphalt to be laid during cold weather, the engineers are suggesting that ROW work happen after Bergerson is done which would most likely mean spring of 2015 before that work could be started.
+          Received feedback from Ray Buchegar on a date for travelling to Washington DC. Preferred date at this point is February 26, 2014. Leave on Tuesday the 25th, return to Portland Thursday the 27th. Will share with Commission at their December 10th meeting to find who they want to send.
+          Job shacks are on site and excavation work has begun in preparing for the pile removal. Received and reviewed pile driving plan.
+          Received, reviewed and signed ConnectOregon monthly report. E-mailed back to grant administrator.

+          Attended NOHA monthly meeting in Warrenton on Thursday.
+          Attended Tillamook County Public Manager’s Meeting on Wednesday.
+          Received and approved proposal for off-site cloud storage of our file server. Should cost about $300 per year which is a deal considering how important those files are to the Port administration.
+          Received and reviewed wharf project weekly meeting minutes. Attended by Commissioner Daniels.
+          Reviewed and commented on version two of display boards created by BergerABAM for Vision Workshop.
+          Reviewed November financials and wrote report for board packet.
+          Drafted final resolution updating Personnel Rules after discussing at last staff meeting and asked for further staff comment. No additional comment. Should be ready for approval.
+          Reviewed draft financial report from Port’s auditor and wrote a short executive summary for Commission.
+          Asked for annual insurance update proposal from Hudson Insurance. Our insurance is up at the end of this month. Also received feedback from Cheryl on minimum insurance standards for port tenants.
+          Researched and wrote staff report on travel and training budget for commission review to assist in determining lobbying plans for Washington DC in February.
+          Research and wrote staff report on progress on capital projects for commission review at next meeting.
+          Provided draft fee resolution showing 3% increase on most moorage and RV park rates. Significant increase on eviction fees. Current rate structure covers only county fees but has not accounted for significant staff time involved.
+          Prepared draft budget calendar and contacted three budget committee members whose terms ended last June. All three would like to renew and commission can direct staff how to proceed.
+          Reviewed and edited draft commission annual report for commission review.
+          Signed small contract with Morgan Engineering to assist me develop a RFQ process for selecting an engineer for the TIGER ROW improvements. Hopefully we’ll issue the RFQ early in new year.
+          Fielded lots of inquiries regarding port business from citizens and commissioners.
+          Port/City potluck rescheduled for Thursday, December 19.
+          Reviewed signed and submitted monthly Connect Oregon report.
+          Significant review and coordination with wharf team. Matt Jackson our CM has been sharing space in my office until the job shack is up and running next week.
+          Reviewed CM weekly report and posted at kiosk. Dave Olson did a great job building the kiosk and installing. We’ve posted two week’s reports and hope that it will get viewed at the end of Jerry Creasy Way.
+          Lots of discussions related to the Ebel’s house barge.
+          Some issues with Blair Smith as the City has requested that a section of sidewalk be replaced on American Way (due to previously existing cracks). Since the issue is primarily a city one, the Port supports the City’s concern, though it has caused some conflict with Smith. Tried to coordinate a meeting but no response.

+          Met with Mill Manager, Delton Moore, and City PWD, Blake Lettenmaier, to review storm drainage issues related to the log yard. Mill is trying to isolate all run off in a singular collection point.
+          Held two-hour Preconstruction Meeting with the Port’s engineers, construction managers, grant administrator and contractor. Matt Jackson from Hatch Mott will be our on-site construction manager and will be representing the port on the project. I believe that we have extremely competent and professional consultants/contractors on board. I will slowly be handing over the reigns to Matt to running the show on Commercial Ave. (OK, maybe not so slowly!)
+          Staff participated in hazardous materials training for about an hour on Thursday.
+          Participated in OBDD peer review committee to determine if the Port of The Dalles SBP was an appropriate use of the Port Planning & Marketing Funds.
+          Received approved pay request #3 from EDA; also received #2 ACH funds from EDA.
+          All past earned leave spreadsheets built and working. Looking to develop spreadsheets for the rest of the current fiscal year.
+          Worked on the TIGER grant draft contract. Will finish next week. Part of the agreement will be references to engineering. We won’t be able to use our current engineers, HHPR, but will have to pursue public contracting to qualify a new engineering team. ROW/utility work will need to start in August 2014 or so.
+          Met with Morgan Engineers to see if Justin can help prepare an RFQ for engineering services for the TIGER road improvements. The RFQ would be used to allow the Port Commission to select an engineer for the road and utility upgrades. Will meet with Onion Peak Designs next week to get a comparable quote.
+          Received and reviewed dozens of submittal sheets for comment from Hatch.
+          Invitation to attend Port District relinquishment of command ceremony for the USACE. Col. Eisenhauer is giving up command to Lt. Colonel Pratt on 4 Dec.
+          Started working on December regular agenda. Made sense to reschedule December meeting after the Vision Workshop.
+          Pulled together all the grant reimbursement information for EDA/CO and forwarded to our grant administrator, Mary McArthur. We will be working with Hatch and Mary to develop internal procedures to ensure that our reimbursement requests are processed quickly so we can pay our contractors.
+          Had to download lost website software, recreate identification and update Port’s website. It’s been a little tardy but minutes and policies are updated.
+          Received maintenance manager’s documentation for the forklift rental from United Rentals which the port is using to relocate wharf tenants. The rental is reimbursable as a “relocation” expense. Information was approved by EDA. The biggest item moved was a refrigeration container unit. Luckily Bergerson will be able to utilize the electrical panel for their equipment.
+          Finalized BergerABAM review of Design Charette “Vision” Open House agenda. I think it’s been well thought out and should respect people’s time but still let them judge the amount of involvement they want to put into it. Rescheduled regular meeting (normally scheduled on Wednesday) to follow the open house and conserve commission time.
+          Developed fliers to distribute in Port District and Tillamook promoting the Vision Plan Open House. Prepared press release for local media and followed up with Sayde Moser, Headlight Herald editor. Port will buy quarter page ad in the Dec. 4th paper promoting the event.
+          Also submitted quick sidebar to the paper on the status of the wharf construction… “Starting this last week of November, the contractor, Bergerson Construction, will be mobilizing their equipment.  Construction Management will be provided by Hatch Mott MacDonald who will have a representative on site full time during the pile driving phase of the construction.  This will be an active construction site and for safety reasons the public will not be allowed into the construction zone.  The Port of Garibaldi will be setting up a kiosk across the bay at the end of Jerry Creasy Way to serve as a view point of the construction site.  The Port will periodically update the information in this kiosk to provide details of the project’s progress and activities.  The public should expect more traffic than usual on So. Seventh St., Mooring Basin Drive and Commercial Avenue during the construction and especially when trucks are delivering materials to the site. Trucks will be transporting hundreds of 110' piling starting the first week of December.  Bergerson will be providing flaggers and cones when necessary to facilitate smooth and safe traffic operations. The Port appreciates the public's patience during the next nine to 18 months.” Posted on Port’s Facebook page as well.
+          Watched the Ebel Family move their house barge from the Old Mill Marina into Crab Harbor for the winter. I don’t think I’ve seen anything like this before in Tillamook Bay!

+          Working with Tech4 Computers to establish a cloud-based back up of the Port’s file servers and individual computers. After my hard drive crashed last week , it was a wake up call to get this task completed.
+          Reviewed city’s audit of RV park water infiltration issues primarily with the sewer drops. The port will be working to cap all open sanitary conduits before rains come back.
