a tour of port facilities to new county commissioner, Bill Baertlein. Visited
Whitey Forsman and Shaena Peterson at Pacific Oyster; Sue McCarthy and Steve
Chun at Piers End; Val Folkema at the
boat basin; and a tour of the Commercial Ave. wharf project. It was a good
opportunity to show the community to Bill and I think he appreciated everyone’s
time.

Spangler, DLCD, asked if I’d review some OAR rules being proposed by the state
for estuary development. This is a good opportunity and appreciate the
opportunity.
+ Discovered
that the Port’s OSMB grant application for the launch float requires a USACE
permit. Talked to Carrie Landrum, DSL, who noted that the state does not
require a permit. Karen Nelson, USACE, gave me some pointers and I submitted
the permit application on Wednesday. It also requires the City Planner’s
signature. Spent time talking to OSMB staff to make sure we’re on the right
track. They appreciated Jessi’s communicating on the project. Deadline is April
1.

back and getting C/D docks pressure washed while Virgil and Chris built another
charter float.
+ Talked
to OSMB about grants for the removal of the Valiant. The port is getting a
quote for the removal and demolition of the boat which does not have a
registered owner. If the bill is not paid by the 14th, then the Port
will have the boat removed on the 15th and destroyed.
+ Received
letter from Coastal Caucus to federal delegation about dredging/jetty needs of
coastal ports.
+ Met
with Kari Fleisher, Assessor’s Office, to go over changes to port lease
accounts.
+ Continued
work with city, Blair Smith and state on process related to the proposed
boat/car wash.
+ Received
and reviewed OTAK plans for RV park. Excellent OMR Manual which was forward to
port commission and posted on website. There is a question about whether the
placement of the restroom facility should be next to the deli or behind the
deli. If it’s next to the deli, it limits view shed into/out of the park. Be
curious to hear from the commission on their thoughts on the placement. Also,
Dave talked about adding the mechanical room into the same restroom structure.
+ Several
conversations with Ken Valentine to discussed additional scopes of work on his
project management contract. After reviewing his latest explanation, I feel
confident on the duties that were completed and the additional services that he
provided for us entirely out of contract. I went back and compared the amended
price to the quotes from the other two firms and we’re still way ahead working
with HHPR.

conversations with Allyson Gardner, Food Roots, about a tour of port
facilities. Trying to schedule a time that works for everybody’s calendar.
Hoping to get dates and expectations firmed up next week.
+ Received
last rezone of property from the City and will follow similar procedure for the
boat wash. This will be a great resource as we move forward.
+ Jessi
caught an oversight on our payroll company that had been overcharging the port
for two months on the state unemployment tax. Good eye, Jess!
+ Helped
a shirt vendor in Tillamook access original graphic files for the Visit
Garibaldi logo. Several businesses have expressed an interest in incorporating
the logo on their clothing brand.
+ Been
working with the city on how they will assess development charges on the boat
wash lease. Required conversations with city consultants, but I think John will
be able to work with Blair.
+ Request
from EDA needing a letter from Val formally letting them know that the Port
would be requesting phased reimbursements during the project as opposed to a
single reimbursement at the end. Last document?
+ Renewed
Fishing for Energy dumpster near the port office for three free dumps this
year. This is the program where fishermen can dump their recyclable marine
materials free of charge. It’s been a great program.
+ Check
in from dredge permit consulting companies on status of port’s maintenance
dredging permit process.
+ Wrote
four-page recap of Washington DC trip and posted on the POG BLOD.
+ The
state finally got around to developing their version of port by-laws that are
different from what the commission adopted. Dave Harlan at OBDD assured me that
POG’s bylaws are fine and that he’ll be submitting a letter stating such.
