POG Manager Report 11/3-9
+ Attended Garibaldi Tourism Commission (GTC) meeting.
+ Half day off on Nov. 7 due to sickness.
+ Attended NOEA/Col-Pac Meeting in Astoria.
+ Research customer service training options for local
businesses; forwarded info to GTC members. We're interested in seeing if local businesses are interested in training opportunities for their employees specifically on how to engage the public.
+ Researched print and design costs for a tourism
brochure for Garibaldi. Waiting to get quotes back from various vendors and will forward to City Hall.
+ Obtained several economic impact studies regarding job creation from
Shawna Sykes, Workforce Oregon. Forwarded to OPPA to be included on their
website.
+ Reviewed dredge permitting proposal for maintenance
dredging of our boat basin from a local vendor. To be included in commission packet addendum.
+ Spent considerable time filling out the reimbursement
request to IFA for preliminary wharf work. Several hours trying to get the PM’s
billing $$s to equal the state’s budget. Huge undertaking that took more time
than it should have.
+ Email from boathouse tenant transferring his deposits and rental
agreement over to his roommate. Ian will be moving out within 30 days, but
Steve will be staying through the winter.
+ Responded to peer port manager, regarding
Gariabldi’s management authority. Shared various resolutions, employment
contract and budget showing our process for how the commission delegates
authority to management.
+ Reviewed statewide results on various local government
taxing measures.
+ Know of at least two port-related individuals who submitted
letters of interest to serve on the Tourism Commission. Shared information with
port contacts and attempted to increase communication between port community and tourism
commission.
+ Have been keeping up on various activities in Washington DC
from PNWA and State Lobbyists, Ray Buchegar and Peter Friedman.
+ Conversation with Cheryl Spellman at Hudson about insurance
renewal.
+ Spent most of week preparing staff reports for board
packet.
+ Had a visit from a recently-left tenant regarding the tax
bill he received from the Port. Similar issue to another tenant as well. If you have
a lease on July 1, a full year of taxes is generated on the property. The County does not pro-rate taxes, as the port is exempt from paying
taxes, and the full year tax bill is passed along to the tenant on July 1.
Clearly the tenant was upset in spite of the provision in the lease agreement and may attend the commission meeting to look for relief.
Again, I’m reluctant to set a precedent that forces the port to pay for taxes
that we would normally be exempt from paying.
+ Reviewed grant application with Scott Keillor including
edits and review by ODOT staff. Looks like the application is ready to go and
emailed to John O’Leary for this review.
+ Getting updated quotes for stolen metal fittings for dock project. Will purchase after getting insurance claim.
+ Received and reviewed OTAK proposal for RV park services. Pared scope of work to meet budget, but port will still get a very usable product for upgrading the utilities.
Recommending approval.
+ Conversations with various port commissioners.
+ Sent out tax bills to tenants this week; always a fun
experience. L
+ Followed up with SHPO (they had received an incomplete
report), sent them corrected report and received approval letter for wharf
project.
+ Follow up with Joanne Smith, EDA, Ken Valentine, Port PM and the
rest of the Seattle Dist. Team to review the non-binding letter of obligation.
Discussed several issues including preferred contracting method. Ken would
prefer to stick with Design/Build and EDA may be open to considering that approach.
