+          Conversation with a tenant about lease. They’d like to get a five year lease, but only if provisions in our standard lease are removed. I won’t be able to recommend to the Commission that lease provisions be pulled since that would provide preferential treatment of one tenant over others. The Port leases are basically “triple net” leases and place most responsibility on the tenant in exchange for a significant property right.
+          Participated in online Oregon.live discussion with Oregonian editorial writer, Jeff Mapes, on the state of PERS for future public workers in Oregon. Mapes said that the PERS methodology is different than social security in that it’s not as dependent on the size of the workforce, but didn’t get a chance to dig deeper on that.
+          Received draft schedule for DC trip. We need to amend the schedule to include a trip to the NW RIT at USACE. These are the folks who make the funding decisions.
+          Discussion with OSMB and ODFW about opportunities to fund boat wash facility.
+          Reviewed draft OM&R document. Staff will need to schedule time to pull data together for final tabulation by OTAK.
+          Received county support letters to federal delegation and forwarded to port lobbyist in DC.
+          Follow up conversation with Blair Smith about boat/truck wash facility. Put in touch with same designer who did the R Sanitary drawings. Hope to have something for the February meeting.
+          Discussion with Glen Kearns, auditor, about how to budget for unforeseen paid leave or other similar expenditures to avoid going over budget. He suggested including those dollar amounts from the audit ($27k in the case of paid leave liability) in the budgeted contingency and call it out specifically in the budget message. He did think it was a good idea to account for those emergencies specifically with a budget line item.
+          Meeting with Mark Seder, architect, about vision plan scope of work for next fiscal year. Also put him in touch with Blair Smith to help them develop images for commission consideration on boat wash facility.
+          Confirmed OPPA plans for SDAO conference.

+          Travelled with Commissioner Folkema to Scappoose to fly with other officials down to Brookings for a meeting with Rep. DeFazio, Col. Eisenhauer, and south coast ports to discuss dredging issues. Unfortunately, Sen. Johnson’s plane had mechanical problems and the flight was cancelled! We did get a chance to visit with Greg Wolfe, Gov. Kitzhaber’s intergovernmental affiars director, Hank Bynaker Port of Astoria CEO, and Craig Urness, Pacific Seafood General Counsel.
+          Filled out and sent monthly Connect Oregon status report to ODOT.
+          Solicited additional letters of support from POTB, FACT, Barview/Watseco Neighborhood Association.
+          Conversation with Megan McKibben, Rep. Schrader’s new coastal rep. Exchanged commission contact information with Megan. Invited the Commission to Rep. Schrader’s Leader Roundtable on Feb. 1st.
+          Debriefed with Comm. Barnett regarding Salem hearing on the Territorial Sea Plan.
+          Coordinated Comm. Luquette access for this weekend so he can evaluate our wifi system. We’ve been having a long struggle with security cameras and wifi and John has offered to take a look at the system. He’s the IT manager for TPUD and has the expertise to evaluate it. Thank you!
+          Reviewed various legislation being proposed in DC on jetty/dredging funding. The Port is supporting the RAMP legislation that advocates for the full collected Harbor Maintenance Tax to be spent on authorized uses (jetties and dredging). Currently only half of the collected HMT is actually spent on jetties and dredging.
+          Formalized employment hiring of Tabitha Blair, our relatively new Administrative Assistant. Please welcome Tabitha back to the Port of Garibaldi!
+          Conversation with Chris Knutsen, ODFW Fish Biologist, on funding opportunities for boat wash facilities. Also left message with Glenn Dolphin, OSMB, to see what the Port can do. +          Called Mindy Simmons, Program Manager for the USACE in Washington DC, about scheduling some time when we’re back there later this month.
+          Had lengthy work session with Collin Stelzig, Otak, and staff as he interviewed our processes and procedures related to the management of the RV park. The Commission hired Otak to prepare the Operations, Management and Replacement (OMR) manual required by the state as a part of the loan we received for acquiring the RV park.
+          Comm. Folkema and I submitted emails of thanks for various federal officials supporting the RAMP legislation.
+          Studied the Port of Brookings attempt to install a room tax (in addition to those of the city and state) on tourist accomodations located on Port property. Consulted with OPPA about legalities of such an effort.
+          Scheduled to appear in front of County Commission on Feb. 6th to get a letter of support for jetty project.
+          Received GTC agenda and packet for next Monday’s meeting.
+          Working with staff to prepare capital project costs for capital improvement list amendment consideration.
+          Received a paper from a PSU MPA student who studied Garibaldi as part of a public administration course. He asked me to read and add comments; as well as for John O’Leary to do the same. It’s great that PSU student are studying our small community as an opportunity for future public leaders.
+          Wrote 500 word article for next Tillamook Chamber newsletter of economic development opportunities related to Garibaldi.
+          Worked with staff and GTC to make edits to two-page Port spread in the Mile x Mile Guide. The Port buys the spread which allows local businesses to purchase advertising at a subsidized rate. This year, local businesses will see a cost reduction of 5% in their costs in advertising.
+          Staff has been meeting with surveillance equipment companies to get various scope of work for our camera/wifi system.
+          Ended up home for half a day with a sick kid on Thursday.
+          Attended County Manager’s get-together.
+          Meetings with various tenants, public folks that dropped in.
+          Met with Leaseholder on lease modification negotiation. Hope to have on next agenda.
+          Worked on budget.

+          Began writing paper for PSU HR course evaluating Port’s employee evaluation process. Included grading how I prepare for evaluations, ensuring objectivity, conducting the evaluation and developing an efficient form.
+          Meeting with Mary McArthur, Dennie Houle, Dan Biggs discussing financing for wharf project. Discussed various funding strategies for final amount.
+          Finalized materials to EDA requested as part of our non-binding letter of financial support. Followed up, but they've been pretty busy and haven't had time to consider our paperwork. Cross your fingers!
+          Attended last HR course at PSU.
+          Meeting with Megan McKibben, Rep. Shrader’s new coastal area rep. Dan Biggs also joined us to discuss oyster production opportunities for Tillamook Bay.
+          Commissioner Luquette came over to start diagnosing our camera problems.
+          Met with Roger Finger, WatchPoint Video, recommended by Port of Ilwaco to discuss our security cameras.
+          Tele conference with Mark Landauer, OPPA Exec. Dir.
+          Meeting with Mary Abrams, new head of Dept. of State Lands, two of her deputies, Sen. Johnson, Rep. Boone, Port President Val Folkema, Garibaldi Mayor Sue McCarthy and City Manager John O’Leary to discuss permitting issues related to Garibaldi. Main issues: So. Jetty repair, re-creation/rehabilitation of Garibaldi waterfront/wharf, subleasing of publicly owned property, permit coordination and thanks to the local DSL reps that help us through the layers of bureaucracy.
+          Visit with Van Moe to discuss Port affairs on his and Jane Scott's web cast program in Netarts. (www.tctvonline.com)
+          Slowly getting computer equipment back up and running.
+          Edited new business cards for office staff.
+          Met with Blair Smith to further review design concepts for boat/truck wash. Looking for them to make a presentation at the next Port meeting.
+          Talked with Sarah Christensen, DEQ, regarding Section 401 certification for the wharf project. She indicated that the USACE NWP #3 includes coverage on the storm drainage permit.
+          Worked with Rob Spooner, Mile x Mile publisher, to discuss ad layout for the Garibaldi spread. The Port traditionally has bought a two-page spread that allows for a discounted rate for local businesses. It’s been popular, but the MxM guide no longer is the Oregon Coast Visitor’s Association (OCVA) fulfillment piece.
+          Worked with Wendy Schink, County GIS, to produce new map of Port-owned property.
+          Met with Todd Bouchard, Harborview Motel, about lease update. Will be adding 3% provision.
+          Began pulling projects together for Budget Workshop with quotes. Getting close to finishing a draft of the RV Park budget. Clearly we are going to have more projects than money, so the workshop will be a big help in setting priorities for the budget.
+          Phone conference with PNWA (Heather Stebbings and Kristin Meira) to discuss three bill concepts that are floating around in DC. Battle lines are being drawn between the so-called “donor” ports (i.e. Seattle, Tacoma) who collect the Harbor Maintenance Trust Fund (HMT) which is then dispersed to the USACE to conduct dredging/jetty repair to ports like Garibaldi, Newport, Port Orford, etc. This places PNWA in a very difficult position since their membership has a foot on both sides of the issue. At this time, they felt that the current RAMP legislation will open up the full HMT for its intended use. (I say “full” since right now only half is being used for its intended use, the other half is being used for “deficit reduction”.) I’m thinking that until a PNWA member like a Port of Seattle advocates for a policy change to PNWA, we’d be smart to support full RAMP legislation for its intended and historical purposes (i.e. no expansion of use).
+          Brainstormed scopes of work with Commissioner Luquette on wifi, surveillance cameras and data backup strategies for Port.

+          Attended Human Resource Management course at PSU.
+          Attended Garibaldi Tourism Commission (GTC) meeting at city hall.
+          Phone conference with OPPA Exec. Committee for developing agenda for month’s OPPA meeting.
+          Prepared and delivered statement to Tillamook County Commissioners to consider the repair of the South Tillamook Bay jetty as the county’s #1 federal priority. Though it will be difficult to get the $600k in funding for the engineering and survey work completed soon, the Commissioners did make the project the #1 focus for federal funds. This is the tenth year out of 12 that it has been the county’s top priority for federal funds. Thank you Tillamook County!
+          Attended Port Meeting at Rockaway Beach City Hall. Had the best turnout from RB citizens since we started making an annual visit north three years ago.
+          Met and gave tour of Port facilities to a gentleman interested in producing oyster seed/larvae here on Tillamook Bay.
+          Met with newly appointed Commissioner, Paul Daniels, to discuss issues affecting the port. I think Paul’s background in engineering with be a great asset to the Port. I also wrote letters to candidates Sause and Breazile thanking them for their interest. I’ll follow up with Rodney next week to check his interest in serving on the budget committee.
+          Received State Lands Fill/Removal Permit for wharf project.
+          Spent most of the week pulling together several components requested by US Commerce to complete the EDA grant application. We’ll be modifying the $6.0MM project to bring it to $4.7MM which will require updating several parts of the original application.
+          Reviewed PERS, Health Insurance and Social Security Impacts on next year’s budget (FY1213). All are going up which will have serious impacts on next year’s budget. PERS is +22%, Health Insurance is +10% and employee’s SS tax went up +2% on Jan. 1. The Port no longer provides insurance for spouse and family members which will provide some relief to the budget, but it buys the Port only a few years of wiggle room at the current rate increases.
+          Worked on the Enterprise Fund budget this week and have it about 95% completed.
+          Reviewed completed materials from Wednesday’s board meeting. Web site now has draft minutes from this month’s meeting, updated draft by laws ordinance, updated rate resolution, updated marina page with rates and resolution links, updated commissioner page. Hopefully it’ll continue to be an easy way to get info out to people.
+          Requested jetty support letter from MC Saindon.
+          Met with Glen Kearns/Cory Starrett, our auditors. Spent time reviewing year end journal entries and discussed various accounting strategies primarily dealing with insurance reimbursements that go directly from the insurance company to the vendor without entering our bookkeeping system. Normally, if we have an insurance claim on a building or big expense item, we receive the reimbursement (minus deductible) and then pay the vendor which is an easy way for the auditor to track the value of the port’s capital assets (big ticket items).

+          Attended NOHA meeting in St. Helens.
+          Submitted COIV monthly status report to ODOT.
+          Preparing another reimbursement request to IFA for wharf project.
+          Three leases are up for three-year rate review.
+          Laptop died on me last week and have been working on my backup.
+          Reviewed agreement with CS&S for cameras and learned that the Port has only paid for equipment to date. Port had to discontinue relationship due to lack of service.
+          Reviewed and edited minutes for Commission packet.
+          Talked to interested parties in the vacant Commission seat.
+          Notice for By-laws Ordinance adoption did not make Wednesday paper pushing final adoption back to February.
+          Made edits to Rates, Fees and Charges resolution for Commission consideration at next meeting.
+          Completed annual self-evaluation and goals accomplished for Commission consideration.
+          Conversation with Tassi O’Neill, County Clerk, regarding status for May 21, 2013 election. Election paperwork is available from the County Clerk (or Port Office) and can be submitted to the County starting February 9th through March 21st. Positions for Commissioners Folkema, Browning, Luquette and the appointee will be on the ballot this Spring.
+          Made additions and clarifications to by-laws ordinance based upon previously reviewed OGEC suggestions. Also added provision about appointed commissioners having to run in next available election.
+          Final edits to Commission Annual Report.
+          Talked to EDA about getting balance of information into them next week. Phone conference on Monday. Looking to meet with Mary McArthur and Dennie Houle regarding state support for wharf grant.
+          Reviewed Garibaldi Tourism Commission agenda and proposed budget. Sent questions to city staff for consideration.
+          Basically trying to climb out from under my to-do pile that grew quite a bit during my two weeks off. Looking forward to working with the Commission, Staff and agency partners on some very exciting projects in 2013! Happy New Year!

+          Met with engineer to review new RV park layout and to discuss preparation of an Operations, Maintenance and Replacement manual. Will be able to finish next week to meet IFA loan requirement extension.
+          Attended Ports Legislative Session day in Salem and gave a 5 minutes powerpoint presentation on the port to state legislators.
+          Attended Rob Trost’s open house and wished him well on behalf of the Port.
+          Attended Port/City Christmas Potluck. Great opportunity for me to thank the elected officials, volunteers and staff for helping the community run so smoothly! Very good turn out and special thanks to Jessi Coon for decorating the community hall.
+          Attended annual Rockaway Beach City Council meeting to solicit support letter for port efforts in February to lobby for the south jetty. Also discussed invasive species issues related to (some) boaters leaving port to flush out their motors in Lake Lytle. Answered questions and discussed Garibaldi Tourism Commission organization and authority with John O’Leary, Garibaldi City Manager.
+          Attended annual Bay City City Council meeting to solicit support letter for the jetty system. Also gave update on wharf funding project.
+          Attended Garibaldi Days Committee meeting.
+          Last tsunami warning tests in the county.
+          Began booking flights/hotels for Feb. 25, 26, 27 for Washington DC lobbying trip.
+          Conversations with Port Commissioners during the week about various matters.
+          Began looking at what it would take to fix the fences on the TEP crabbing dock. Past quotes have been almost $9k. Maintenance crew is looking at doing the work in house for cost of materials ($1500).
+          Read a report on implementation of yurts in coastal communities as vacation rentals.
+          Filled out Tillamook Chamber survey on membership benefits.
+          Discussions with Bill Sargent on his review of RV Park Host agreement. Gave it a thumbs up!
+          Phone conference with EDA officials on next set of changes to grant application information. Deadline of January 15th to return updated data. Will tackle early in new year.
+          Obtained photos of commercial activity from around the port for inclusion in the powerpoint presentation.
+          Conversation with Whitey Forsman, Wharf Committee member and operator at Pacific Oyster, about obtaining Dulcich signature on EDA document. Whitey got it for me in half a day, which I appreciated. The document basically states that Pacific Oyster will be adding or preserving 15 jobs as a result from the Commercial Ave. wharf being rebuilt.
+          Participated in OBDD Ports Division Peer Review Committee on grant deliverables on the POTB Pelican Brew Pub feasibility study. Members of the committee are asked to review port projects that are funded by Port Planning Funds. We meet about six times a year to ensure that the grant funds are being used for their intended purposes. Great opportunity to see what other ports are doing as well.
+          Reveiwed update from Mary McArthur, NWACT director, on the list of ODOT Enhance grant application received by the state. The City of Garibaldi’s application was included which will compliment the work on Commercial Ave. Good luck!
+          Continued work with Melanie Olson, IFA, on refining our preliminary construction grant project. Some negotiating is taking place on making sure that our project is fully funded.
+          Received inquiry by a company interested in processing hagfish in Garibaldi; forwarded discussion to Gary Nothstein, OceanGold operator.
+          Received letter of resignation from Port Commissioner Dave May. I was sorry to see him resign, but totally understand wanting to have a break after more than 40 years of public service in Rockaway and Garibaldi. Thanks, Dave for your service to the Port District!
